HomeMy WebLinkAboutReso 1987-12887 RESOLUTION NO. 12887 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING PROPOSED BUDGET AND ACHIEVEMENT REPORT FOR THE DOWNTOWN IMPROVEMENT DISTRICT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Ordinance No. 1887 requires the City Council to review the budget submitted by and the activities of the Town Centre Business and Professional Association, and to authorize the disbursement of funds received through the business license tax imposed on the parking and business improvement area for the general promotion of retail trade and other commercial and professional businesses, and WHEREAS, the Town Centre Business and Professional Association has now submitted the budget and achievement report as set forth in Exhibits A and B, attached hereto and incorporated herein by reference as if set forth in full, and WHEREAS, the Finance Director has recommended that the Council now approve the proposed 1987 budget and accept the 1986 report of achievements as contained in said exhibits. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the proposed 1987 budget of the Town Centre Business and Professional Association and accepts the achievement report recommending the desirability of continuing the Downtown Improvement Area. Newsletters and Flyers: A monthly newsletter and flyers concerning special interests are written, printed and circulated to a Downtown Committee members. (approximate total 400) ~ecial Events Director: Randi Budlong was hired in August to fii the vacancy left J Coordinator by Annette Chester. She has assumed all Coordinator respon- sibilities. California Downtown: Membership in the Association has been a rich source of Association promotional ideas. Legislative activity of concern to Downtowns has been provided along with communication between various California Downtowns - both have been extremely bene- ficial. Two annual conference per year are attended by the Downtown Coordinator. Annette Chester attended the Spring 1986 conference and the Fall 1986 conference was attended by Randi Budlong. Advertising: A considerable part of the budget goes toward group promotional advertising. On form that has been successfully utilized is a directory type format in a major newpaper. Additionally, a monthly group ad of approximately two pages is placed in the Star-News. The newly published South Bay Pictorial (sponsored by five South Bay Chambers) contains a full-page color ad promoting Downtown as providing "old-fashioned hometown service and hospitality in one of the South Bay's finest business communities." Pushing the idea that Downtown is a friendly, fair and personalized place to shop, dine and visit, has been a major focus of advertising. The Arts and Crafts Fair, held in early May, is well-attended and boasts of over I00 entrants. The Country Festival, held in July, attracted 20,000 people and gained national magazine attention. Founder's Day celebrated Chula Vista's Diamond Anniversary in 1986. In honor of this occasion a gala festivat was staged. Hearly I00 arts and crafters displayed their wares and three areas of entertain- ment featured a variety of attractions throughout the day. Entertainment was chosen to appeal to a wide tahoe of interests - offered were puppet shows, martial arts demonstrations, pre- sentations by elementary school dance groups and various musical groups provided country and western music, jazz, international tunes and easy listening tunes. The Main Stage featured a 75th Diamond Anniversary program hosted by the City and festival goers were ~nvited to partake of the giant anniversary cake. Assistance was also provided to the Chula Vista Jaycees in staging the Fiesta de la Luna Parade. The Starlight Yule Parade on December I featured over 80 entrants, including 7 school bands. Donald Duck was on hand to preside as Grand Marshal. A special trophy was awarded to the best- lit unit this year. Long term Promotional: A 4'x8' uti ity trailer was purchased by the Downtown Acquisitions Committee to serve as both a utility trailer and a promo- tional tool. The trailer has been decorated with a painted cut-out of the Downtown Committee logo and participated in both the Fiesta de la Luna and Starlight Yule Parades as a lfoat promoting Downtown Chula Vista. On Founder's Day the trailer was stationed on Third Avenue where it was used as the information booth and Downtown promotional literature was disseminated there. The trailer will be available for use in parades and events in other communities as well, thus providing a variety of oppotunities for Downtown promotion. Street pennants/flags for each special event were designed and purchased in 1986. Additionally, special brackets needed to hang the pennants from streetlight poles along Third and Fourth Avenues and E and F Streets were purchased in 1986. These brightly colored flags not only promote downtown events but add a festive look to downtown and the surrounding area. The pennants are silkscreened on durable nylon canvas fabric and will provide many years of use. Christmas Decorations: Replenishment of Christmas decorations is done as needed. These decorations, put up annually by the Public Works Department, add holiday spirit and beauty to the Chula Vista area. I~erchants enhance the festive look of downtown by participating in a window decorating contest for which a trophy is awarded to the business with the best holiday -- window display. The concensus of Downtown Committee members is, that the Committee has done a fine job of promoting Downtown. The efforts of this Committee have not gone unnoticed. News coverage along with community and business support and praise has inspired us to add ,-o our goals and projections. We continually invite people to attend our twice monthly meetings which are held to increase communication and to formulate plans for Downtown Chual Vista's future.
