Meeting Minutes
Wednesday, October 10, 2001, 5:15 p.m.
Public Services Building, Conf. Room 1
1. Roll Call
The meeting was called to order at 1733 hours by Chair Pina with the following Commission
members present: Edna Concepcion, Virgil Pina, Michael Palomo and Anthony Jemison.
Member absent: Samuel Avalos.
Staff Present: Capt. Leonard Miranda and Joyce Sculark
The meeting started with the Pledge Of Allegiance and a moment of silence in tribute and respect to
the 09/11/01 events.
2. Declaration of excused/unexcused absences
None
3. Approval of minutes
Motion to approve minutes from 08/08/01 was M/S/C (Jemison/Pina).
4. Public Remarks
None
5. Old Business
A. Commendation Letter to Chula Vista Adult School
The Commission agreed and voted to make recommendations for the City Council to accept and
approve a letter of commendation to Chula Vista Adult School on behalf of the Commission.
• B. Human Relations Essay Contest Update
The City Attorney approved the essay contest guidelines with the exception of a few minor
changes. Commissioner Jemison distributed the revised version of the essay contest guidelines.
It was M/S/C (Pins/Palo'mo) to have the Commission to meet with the Mayor to see if the contest
prizes of approximately $700 (the initial amount -doubled) would be funded by the City and/or
recommendations as to how the contest can be funded. Therefore, the Commission's budget
would not be depleted, as other events are presumably being scheduled throughout the year.
C. Commission's Dinner Update
The Commission agreed to come together for a casual dinner scheduled for Saturday, 11/10/01,
to fellowship and welcome the new member to the Commission. The place selected was
Anthony's Fish Grotto on "E" Street in Chula Vista at 1100 hours. Staff, spouses, significant
others and children of the Commission are welcome.
6. New Business
A. 30`h Annual Robert B,. Botterman Humanitarian Award
Advertisement for the award will began as soon as possible with a deadline date of receiving
application set for 01/09/02.
B. Equal Opportunity Employment and Contracting Within the City of Chula Vista
Commission Pina inquired as to how the City advertises for job openings and contractual jobs
with the City. Are they being printed in the ethic/minority newspapers? Commissioner Jemison
suggested maybe the Commission can work injunction with the Chamber of Commerce to create
a forum to have the Human Resource Director/Department speak as to how ethnic/minorities do
business with the City, how the City recruits for contracting positions and other related issues.
Commissioner` Concepcion related that these issues might come under the Economic
Development Commission.

7. Other Business
A. Written Correspondence
incoming mail was distributed.
B. Commissioner's Comments
❖ Commissioner Edna Concepcion introduced herself to the Commission. The
Commission welcomed new member, Commissioner Edna Concepcion.
❖ Commissioner Palomo distributed a letter addressed to the Mayor and City Council to
propose a civic award of recognition on behalf of the Commission. This item will be
tabled at the next meeting.
C. Adjournment
it was M/S/C (Pina/Palomo) to adjourn the meeting at 1915 hours, until t next scheduled
meeting on November 14, 2001.
