• 1. Roll Call
The meeting was called to order at 1735 hours by Chair Pina with the following Commission
members present: Samuel Avalos, Michael Palomo, Edna Concepcion, Virgil Pina, and Anthony
Jemison.
Staff present: Joyce Sculark. Capt. Miranda arrived late from a previous meeting.
Guests: Jade Wu and Sally Lorang, Southwest Center For Asian Pacific American Law (S.C.A.P.A.L.)
2. Declaration of excused/unexcused absences
None
3. Approval of minutes
Motion to approve minutes from 02/13/02, 04/10/02, and 05/08/02 was M/S/C (Palomo/Jemison).
4. Public Remarks
Jade Wu and Sally Lorang are with Southwest Center For Asian Pacific American Law (S.C.A.P.A.L.).
S.C.A.P.A.L. provides free legal assistance to needy and low-income individuals and families in San
Diego County, particularly those of Asian and Pacific Islander origin. S.C.A.P.A.L. is a nonprofit
corporation formed to preserve and protect the rights of those who do not have adequate access to
the legal system. S.C.A.P.A.L. provides legal services and guidance through the legal system,
protects human and civil rights through advocacy and legal action, research and policy analysis, and
education. S.C.A.P.A.L. services helps and advises eligible individuals and families in areas of
Family Law/Domestic Violence, Government Benefits, Tenant/Landlord, Immigration, and
Employment. They also give advice regarding matters like consumer law and small claims. To

6. Old Business
A. Human Relations Essay Contest Update
A unanimous decision was made for the commissioners to judge the first contest, due to time
restraints; but in the future have the public involved to judge the essays. The first prize is $100
and a plaque; second prize is $75 and a plaque; and third prize is $50 and a plaque. All
participants will receive a certificate of participation.
B. Civic Award Update
A unanimous decision was made for the commissioners to accept the draft letter to staff to
recommend for City Council to approve the criteria of the award.
C. South Bay Diversity Symposium Update
Each commissioner is to brainstorm the framework of a plan, and put all the plans together before
drafting a letter to staff recommending the symposium layout. The framework of each
commissioner's plan will be for the August, 2002 meeting. It was decided to rename the
symposium from South Bay Diversity to something to the effects of "Building A Community".
6. New Business
A. Commendation Letter to MAAC Project of San Diego
This item was tabled until the next meeting.
B. New Start Time For Meeting
A motion was made to change the start time of the meetings from, 5:15 PM to 5:30 PM. M/S/C

A. Written Correspondence
Distribution was made of a copy of the letter to Robert Thomas and The State Of California
CAHRO Roster.
B. Commissioners Comments }
A unanimous decision was made to have the meeting for July cancel for summer vacation. The
next meeting will be held August 14, 2002.
Commissioners Jemison and Pina terms will expire 06/30/02; both agreed to continue to serve.
C. Adjournment
The meeting was adjourned at 1920 hours, until the next scheduled meeting on August 14, 2002.
