Meeting Minutes
Relations Wednesday, November 12, 2003, 5:30 P.M.

1. Roll Call
The meeting was called to order at 1747 hours by Chair Anthony Jemison with the following
commissioners present: Michael Palomo, Edna Concepcion, Anthony Jemison and Sam
Avalos. Members Absent. Juan Celaya, Anne Cordon and Joe Sims (Excused).
Staff present: Joyce Sculark and Capt. Miranda
Guests: Andrew Kennerly
2. Declaration of Excused/Unexcused Absences
None
3. Approval of Minutes
It was M/S/C (Palomo/Avalos) for August 13, 2003 meeting minutes be accepted and
approved.
4. Public Remarks
None
5. Old Business
A. Essay Contest
1. Calendaring/Announcements
Tentative date of presentation to the Essay Contest Winners is scheduled for
• 12/09/03 at the City Council meeting.
2. 2004 Planning
Commissioners brainstormed the theme for next year's contest. A vote will
be on the possible following choices:
(1) Maintaining Our Sense Of Community As Our City Grows
(2) Maintaining Our Sense Of Community As Chula Vista Grows
(3) Keeping Our Sense Of Community As Our City Grows
(4) Keeping Our Sense Of Community As Chula Vista Grows
January 2004 is the tentative set month to have the guidelines distributed to
the schools, and the deadline for receiving the essays will be no later than
May 2004.
B. Civic Award
1. POD — Quarter 12003
This item will be tabled until next meeting due to the absence of
Commissioner Celaya.
2. South Bay Community Services — Quarter 11 2003
This item will be tabled until next meeting due to the absence of
Commissioner Cordon.
3. Nicolas Aguilar — Quarter 111 2003
A unanimous decision was made to accept Nicolas Aguilar for the Civic
Award third quarter recipient.

C. Traffic/Neighborhood Development Concerns
1. Traffic Concern At Marquette & St. Claire
The traffic concern at Marquette & St. Claire is cars not stopping at the stop
sign causing a hazardous situation to children playing in the area. This issue
will be forwarded to the Police Traffic Department.

A. Committee Reports
1. The Botterman Award
It was M/S/C (Palomo/Concepcion) to accept Gregory Alabado as the
recipient of the 31 st Annual Botterman Humanitarian Award.
2. Communications & Public Relations Committee
This item is tabled until next meeting due to the absences of co-chairs Sims
and Cordon.
7. Other Business
A. Written Correspondence
None
B. Commissioners' Comments
Commissioner Avalos expressed the interest in the Police Ride Along Program. Capt.
Miranda explained the details of the program to the Commissioners.
Commissioner Palomo suggested after the regular scheduled meeting 12/10/03, the
commissioners and staff will meet at the Olive Garden for holiday festivities.
C. Administrative Staff Comments
Secretary Sculark wished all the commissioners a happy and safe Thanksgiving.

Chair Jemison adjourned the meeting at 1915 hours,
December 10, 2003 at 5:30 p.m.
