Roll Call The meeting was called to order at 1757 hours by Chair Anthony Jemison with the following commissioners present: Anne Cordon, Michael Palomo, Joe Sims, Edna Concepcion and Anthony Jemison. Members Absent. Juan Celaya (Excused) and Sam Ava/os (Excused). Staff present. Joyce Sculark and Capt. Miranda 2. Declaration of ExcusedlU nexc used Absences Commissioners Cordon and Celaya are excused for their absences for the November 12, 2003 meeting. 3. Approval of Minutes It was M/S/C (Sims/Palomo) for November 12, 2003 meeting minutes be accepted and approved. 4. Public Remarks None 5. Old Business A. Essay Contest 1. Calendaring/Announcements The 2003 Essay Contest Winners will be honored at the City Council meeting • scheduled for 12/16/03 at 1800 hours. Commissioner Palomo will make the presentation. 2. 2004 Planning a. Theme A unanimous decision was made to accept "Maintaining Our Sense Of Community As Chula Vista Grows" as the theme for the 2004 Essay Contest. b. Timeline January 2004 is the tentative set month to have the guidelines distributed to the schools, and the deadline for receiving the essays will be no later than April 16, 2004. B. Civic Award 1. POD — Quarter 12003 This item will be tabled until further notice due to the illness of Commissioner Celaya. Commissioner Palomo will contact Commissioner Celaya for update information. 2. South Bay Community Services — Quarter 11 2003 South Bay Community Services will be honored with the Human Relations Commission Civic Award at the City,Council meeting scheduled for 12/16/03 at 1800 hours. Commissioner Cordon will make the presentation. 1• 3. Nicolas Aguilar — Quarter 1112003 Nicolas Aguilar will be honored with the Human Relations Commission Civic Award at the City Council meeting scheduled for 12/16/03 at 1800 hours. Commissioner Jemison will make the presentation. • • L7 C. Traffic/Neighborhood Development Concerns 1. Traffic Concern At Marquette & St. Claire Captain Miranda will do follow up with the Police Traffic Department on the traffic issue at Marquette & St. Claire. 6. New Business A. Committee Reports 1. The Botterman Award The 2003 Botterman Humanitarian Award recipient, Gregory Alabado, will be honored at the City Commissioners' Banquet to be held at the San Diego Country Club on 011150 at 1800 hours. 2. Communications & Public Relations Committee Co-chairs Sims and Cordon will prepare a press release for the 2003 Essay Contest Winners and a press release for the announcement of the 2004 Essay Contest. Captain Miranda will check into having the 2003 Essay Contest winners and the 2004 Essay Contest Announcement posted on the website. 3. Civic Award Committee — Quarter IV, 2003 A unanimous decision was made to have only three quarters of the Civic Award for the year 2003. B. Other Program Planning for 2004 There are no other program activities planned for 2004. C. Annual City Commissioners' Banquet The City's Annual Commissioners' Banquet will be held ffl5/0 at 1800 hours at the San Diego Country Club on 'L' Street in Chula Vista. 7. Other Business A. Written Correspondence A letter from California Attorney General Office, Crime & Violence Prevention Center regarding Safe Schools was distributed. B. Commissioners' Comments Commissioner Cordon suggested getting a card and plant for Commissioner Celaya. C. Administrative Staff Comments None 8.
