Meeting Minutes
Wednesday, February 11, 2004, 5:30 P.M.

1. Roll Call
The meeting was called to order at 1730 hours by Chair Anthony Jemison with the following
commissioners present: Anne Cordon, Michael Palomo, Edna Concepcion and Anthony
Jemison. Commissioners Absent. Joe Sims and Sam Avalos (Excused); Juan Celaya
(Unexcused).
Staff present. Joyce Sculark, and Captain Miranda (Stopped by to check in and had to
return to his duties at the PD.)
2. Declaration of Excused/Unexcused Absences
Commissioners Sims and Avalos are excused for today's meeting. Commissioner Celaya is
unexcused.
3. Approval of Minutes
Item 6D, paragraph five, of the January 14, 2004 minutes was corrected from "Diversified
Calendar' to read "Diversity Calendar". After correction to the January 14, 2004 minutes, it
was MSC (Palomo/Cordon) for December 10, 2003 and January 14, 2004 minutes be
accepted and stand approved as received.

A. Essay Contest
1. 2003 Program Wrap Up
Commissioner Palomo will write a letter to the school district and/or school to try and
locate one of the recipients of the Essay Contest to forward the prize winnings to her.
2. 2004 Planning
Guidelines for 2004 were distributed and discussed. Revisions will be made and
redistributed. The deadline for submission of the entries is April 16, 2004.
The commission discussed to have 2004 guidelines published on the website and in
the Star News. Other avenues to advertise the contest are to notify the schools in
Chula Vista and post guidelines at the local Chula Vista libraries throughout the city.
It was suggested to see if the commission could have an official city email address
for correspondence of Essay Contest, Botterman Award and Civic Award entries.
Secretary Joyce Sculark's email address will be the point of contact if entries are
emailed.
3. Program Integration With Other 2004 Goals of the Commission
The commission discussed expanding the essay contest to not only include written
text, but also drawings, paintings, song writings, poems or other means of
expressing the theme of the contest. There will be a long-term goal planning over a
period of time, three to five years, to implement the plan. Suggestions of perhaps
one year there would be drawings, another year poems, another year paintings, etc.
The guidelines would have to be modified, of course, to ensure being able to
manage the various media entries appropriately.
B. The Botterman Award
• 1. 2003 Program Wrap up
Commissioner Concepcion commented on the outstanding job of Chair Jemison's
presentation of the award to Mr. Alabado. She also shared pictures taken at the
Commissioners' Banquet.
Blackie's Trophies failed to place the city's emblem on the Botterman awardee's
plaque. The awardee, Mr. Alabado, would like to have the city's emblem put on the
plaque. Commissioner Concepcion will handle the matter.
2. 2004 Planning
A press release will be published to advertise the nomination process is now open.
It was discussed that if the awardee is chosen before the Commissioners' Banquet,
initial presentation will be done at a City Council's meeting and mentioned/formally
recognized at the banquet. The deadline for accepting applications is August 31,
2004, and the voting will be at the September 08, 2004 meeting.
Due to Commissioner Concepcion having to leave for another engagement, the quorum was
depleted; therefore, agenda items 5C through 7C were tabled until next scheduled meeting,
March 10, 2004.
Captain Miranda conveyed that the May 14, 2004 meeting could be held at the new police
department, with a tour following the meeting.
8. Adjournment
The meeting was adjourned at 1830 hours, until the next scheduled meeting on March 10,
2004 at 5:30 p.m.
