Meeting Minutes
RelationsWednesday, March 10, 2004, 5:30 P.M.
Commission Public Services Building, Conference Room #1
1. Roll Call
The meeting was called to order at 1740 hours by Chair Anthony Jemison with the following
commissioners present: Anne Cordon, Anthony Jemison, Sam Avalos and Michael Palomo.
Absent. Edna Concepcion (Excused), Juan Celaya (Unexcused) and Joe Sims (Resigned).
Staff present. Joyce Sculark, and Captain Miranda (Stopped by to check in and had to
return to his duties at the PD.)
2. Declaration of Excused/Unexcused Absences
Commissioner Concepcion is excused for today's meeting; Commissioner Celaya is
unexcused; and Commissioner Sims has submitted his resignation as a member of the
commission.
3. Approval of Minutes
It was MSC (Avalos/Cordon) for February 11, 2004 minutes be accepted and stand
approved as received.

A. Essay Contest
1. 2003 Program Wrap Up
Commissioner Palomo will write a letter to the school district and/or school to try and
locate one of the recipients of the Essay Contest to forward the prize winnings to her.
Contact was made with teachers, but no response as of today's date.
2. 2004 Planning
The commission discussed to have 2004 guidelines revamped in the May 2004
meeting.
3. Program Integration With Other 2004 Goals of the Commission
The commission discussed moving the contest in a different direction as to combine
the contest with The National Arts Program at Chula Vista and perhaps have
teachers' recognition with certificates of participation. The guidelines would have to
be modified to ensure being able to manage the various media entries appropriately.
B. The Botterman Award
Due to the absence of Commissioner Concepcion, this item will be tabled until the next
scheduled meeting, April 14, 2004.
C. City of Chula Vista Fire Department
Captain Miranda will handled the matter of making contact with the Fire Department in
• search of honorees during the fire season of 2003.

D. Culture Arts Commission
Commissioner Jemison will speak with Ric Todd regarding the commission networking
with the Office of Cultural Arts.
E. Civic Award Information on Website
The Civic Award guidelines and nomination forms are posted on the commission's
website.
F. New Members' Orientation Package
Commission Cordon will create an orientation package for new members. The package
will include a welcome letter, subcommittees' overview, rules and regulations of
attendance, structure of meetings and social events of the commission.
6. New Business
A. Communications & Public Relations Subcommittee
1. Resignation of Commissioner Sims
The commission received email from Commissioner Sims stating his resignation.
The City Clerk's Office has received a letter of resignation from him, as well, which
has been placed on the 03/16/04 Council Agenda, after which time the appropriate
posting of the vacancy will be done.
2. City Council Contact Update
Follow-up will be done on this item.
3. New Press Release Review Process
Any press release done for the commission will now be handled through the
Commission's Administrative Liaison, Captain Miranda, for approval.
• B. Civic Award — Nominations
There are no nominations for the civic award at this time.
7. Other Business
A. Written Correspondence
None
B. Commissioners' Comments
Commissioners Palomo and Cordon stated the workshop sponsored by the City Clerk's
Office was very interesting. It emphasized the Roberts' Rules of Order. Commissioner
Cordon will include this information in the new members' orientation package.
Commissioner Jemison conveyed a selection of co-chair for the commission would be
made at the May 2004 meeting.
C. Administrative Staff Comments
Captain Miranda reminded the commission that the May 12, 2004 meeting would be held
at the new police department, with a tour following the meeting.
B. Adjournment
The meeting was adjourned at 1855 hours, until the next scheduled meeting on April 14,
2004 at 5:30 p.m.
