Roll Call The meeting was called to order at 1725 hours by Chair Anthony Jemison with the following commissioners present: Sam Avalos, Edna Concepcion, Anne Cordon, Perny Cosca-Reese, Anthony Jemison. Members absent: Michael Palomo (Excused), Juan Celaya (Unexcused). Staff present: Wendy Endaya and Captain Miranda 2. Declaration of Excused/Unexcused Absences Commissioner Palomo is excused for today's meeting; Commissioner Celaya is unexcused. 3. _Approval of Minutes It was MSC (Cordon/Avalos) that May 12, 2004 minutes be accepted and stand approved as received. It was MSC (Cordon/Avalos) that June 9, 2004 minutes be amended to correctly state the date of Perny Cosca-Reese's installation as July 13, 2004 and not July 13, 2204. • Public Remarks None Old Business A. Essay Contest Commissioner Cordon initiated dialogue on the essay content and ways to secure more entries. Commissioner Jemison suggested changing the title from "Essay Contest" to "Literary Contest" to increase participation and this was adopted. Commissioner Cosca-Reese offered to assist with the advertising and public relations aspects of the contest, which the committee accepted. Ideas for advertising included inviting teachers to attend an HRC meeting and creation of a one-page flyer. 1. Future Programming Tabled to August 11, 2004 meeting due to Commissioner Palomo's absence. B. Botterman Award Capt. Miranda pointed out need -to update address and submission contact info on website nomination forms. Commissioner Cordon offered to write up a press release, with nomination deadline set at 09/19/04. Suggestion was made to improve advertising for the award, as well as make nomination forms more readily available. 0 r • C. New Members' Orientation Package Commissioner Cordon asked HRC members to email a short bio to her for inclusion in the packet. New Business A. Civic Award Former HRC Secretary Joyce Sculark was nominated and selected. A plaque will be ordered for her and forwarded to her new address in Texas. B. Culture Arts Commission Contact was made with the Cultural Arts Commission, no response received. Other Business A. Written Correspondence None B. Commissioners' Comments Commissioner Cordon suggested local youth participate in the HRC as part of community service. Commissioner Jemison requested a copy of the Youth Commission Roster for potential invitees; secretary Endaya will forward it to him. C. Administrative Staff Comments Capt. Miranda advised Chair Jemison of his need to draft a letter to the Council • Subcommittee to address the absences of Commissioner Juan Celaya, as outlined in the Commissioners Handbook. L� 8.
