Wednesday, September 14, 2005, 5:30 P.M.
Chula Vista Police Department, Community Room
1. Roll Call
The meeting was called to order at 1735 hours by Chairman Anthony Jemison with
the following commissioners present: Michael Palomo, Juan Celaya, Edna
Concepcion, Anne Cordon and Perny Cosca-Reese.

2. Declaration of Excused/Unexcused Absences. none
3. Approval of Minutes
Approval of 09/10/05 meeting minutes with Comm. Palomo making the motion and
Comm. Cordon seconding. All ayes.
4. Public Remarks
None.
Acknowledgment of Guests
Commissioner Concepcion introduced Debra Discar-Espe who has submitted an
application for membership on the CV HRC. She distributed copies of her application
to the Commissioners.
5. Old Business
A. Literary Contest/Botterman Award
No activity on the Literary Contest. No information on Botterman Award
nominations until Sec. Endaya returns from training.
B. Joint HRC meeting
The Joint HRC meeting has been rescheduled for Nov. 9, 2005. Brief discussion
since Sec. Endaya was not present and was charged to contact previous invitees.
Comm. Celaya was asked to check if his wife, Joselyn, could play a couple of
pieces during the event. Comm. Cordon said that she would update the CV HRC
Orientation Guide and asked members who hadn% to send a short bio to her to
include. Format for the meeting will be the following:
I. Welcome (Mayor Padilla, invited; Comm. Jemison, Capt. Wedge)
II. Introductions
III. Discussion on HRC activities
IV. Refreshments and Music
V. Networking
VI. Adjournment
Since the Joint HRC meeting will take the place of a regular HRC meeting, no
regular CV HRC business will be conducted.

C. Review of HRC Charter
No specific review of the HRC Charter was conducted at the meeting. However,
as a follow-up from the last meeting, Comm. Jemison stated that he attended a
meeting of the Intl Friendship Commission of which Jason Harmon is the chair.
Mr. Harmon had asked for some demographic data on the composition of the
ethnic population in Chula Vista. Even though the Intl Friendship Commission is
charged with developing and maintaining sister cities with Chula Vista, they are
interested in interacting with the HRC.

A. Structure of Commission. Discussion tabled until Oct. 12, 2005.
7. Other Business
A. Written Correspondence -Tabled until Oct. 12, 2005
B. Commissioners' Comments
Suggestion was made to renew CV HRC membership to the CARO—California
Association of Human Relations Organizations
C. Administrative Staff Comments
Capt. Wedge reminded the Commissioners that as requested he obtained from
SANDAG (San Diego Association of Governments) and emailed the demographic
breakdown of the population in Chula Vista.
8. AdjQurnment
The meeting was adjourned at 18:35 hours. Next scheduled meeting is October 12,
2005 at 5:30 p.m.
