(The Planning Commissioners met at 5:30 p.m. for dinner prior to the workshop meeting.)

ITEM 1: ELECTION OF CHAIR AND VICE CHAIR
At Chair Tarantino's suggestion, this item was trailed to the end of the meeting, since
Commissioner Ray was not yet in attendance.
ITEM 2: DISCUSSION ON TRANSPORTATION MODELING FOR MAJOR PROJECTS
Principal Planner Bazzel gave a short introduction, explaining that as part of the review process
for new master planned projects in eastern Chula Vista that many area-wide issues needed to be
addressed, and that Ed Batchelder would be presenting an overview of the transportation
planning issue.
Senior Planner Batchelder gave the status of the major project review and discussed the need for
coordinated review, EIR preparation, and technical study overlaps. He discussed the active and
potential projects for review over the next 12-18 months, which included Eastlake
Trails/Landswap GDP and SPA, San Miguel Ranch SPA, and Otay Ranch SPA One West. He
also discussed the area-wide issues, such as growth management considerations and
transportation facilities, and the relation to other growth management considerations (DIF
updates, PFFPs, etc.).

Mr. Batchelder then explained the proposed standardized transportation modeling guidelines,
using the street system phasing assumptions, and growth forecasts.
Traffic Engineer Leyva and Senior Planner Batchelder discussed the transportation modeling
terminology and methodology, the status of current traffic modeling work with SANDAG and
traffic consultants, and discussed additional transportation related issues, including Eastern Chula
Vista street system capacity, pre- and post-SRI25; and capacity allocation and pending Growth
Management Ordinance amendment and development phasing.
(Commissioner Ray arrived at this time - 6:55 p.m.).
Discussion ensued regarding the transportation modeling and the growth management
considerations.
Chair Tarantino then asked that Item 1 be considered, since Commissioner Ray was now in
attendance.
ITEM 1: ELECTION OF CHAIR AND VICE CHAIR
MSUC to elect Commissioner Davis as Chair.
There was some confusion as to whether Commissioner Willett or Commissioner Thomas had
more seniority. Assistant Planning Director Lee reported that Commissioner Willett had joined
the Commission five months earlier than Commissioner Thomas; however, it was the
Commission's decision as to the Vice Chair. It did not necessarily need to go by seniority.
MSUC to elect Commissioner Willett as Vice Chair.
Assistant Planning Director Lee reminded the Commissioners that the next regular meeting of
June 25, 1997 had been cancelled.
ADJOURNMENT at 7: 15 p.m. to the Regular Business Meeting of July 9, 1997 at 7:00 p.m.
in the Council Chambers.
