HomeMy WebLinkAbout2006/07/10 Board of Appeals & Advisors MinutesMINUTES OFA REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA July 10, 2006 Housing Conference Room 5:15 p.m. 320 Davidson Street MEMBERS PRESENT: Vice Chair Monaghan, Members Flach, Buddingh, and Hieronimus MEMBERS ABSENT: Mr. Romo MEMBERS ABSTAINING: None CITY STAFF PRESENT: Brad Remp, Building Official, Judi Bell, Recording Secretary OTHERS PRESENT: None CALL MEETING TO ORDER: Vice Chair Monaghan called the meeting to order at 5:40 p.m. ROLL CALL: 2. 0 El 61 Members present constituted a quorum. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSU Buddingh/Flach to excuse Mr. Romo's absence. APPROVAL OF MINUTES: MSU Buddingh/Flach (4-1-0) to approve the minutes of regular meeting of June 12, 2006. NEW BUSINESS: A. Nominations and elections of new Chair and Vice -Chair for FY06-07 MSU Monaghan/Buddingh to elect Mr. Flach new Chair. MSU Flach/Hieronimus to elect Mr. Romo Vice Chair. MEMBERS' COMMENTS: None CHAIRMAN'S COMMENTS/REPORT: None 6. BUILDING OFFICIAL'S COMMENTS/REPORT: Chula Vista Planning and Building Department Strategic Plan and Work Program: Mr. Remp referred to the copy of the Chula Vista Planning and Building Department Strategic Plan and Work Program which was given to the members earlier. He encouraged the members to go through it and he would be glad to answer any questions which may arise. He may be called directly or some time could be set aside at the next meeting for discussion. This is an overall planning process in which we tried to make sure the issues that the Council and Mayor have identified are carried out. It also helps when budgets may get short and we get to the point where certain programs may potentially be cut. We can say if there isn't a good nexus between what we've been directed to do or what communities have identified that need to be done, then that's something that we maybe should not do. We would then have enough resources to adjust to the changing environment, the things that are coming up new and different. We found that all the things we were working on are important. We just hadn't quantified Board of Appeals & Advisors Page 2 July 10, 2006 them that way and it helps provide a better way to communicate with Council. Fee Study Update: The Fee Study for the Building Division is almost complete and Planning is having meetings with the consultants. The City of Chula Vista, specifically the Building Division has embarked on a fee study to confirm that what we are charging under state law do not exceed reasonable costs of our services. These will probably be brought up in November. Urban Wildlife Interface Code: The final draft of the Urban Wildlife Interface Code has been received from our consultant. We anticipate moving this forward in the next few months. Fire season is coming up and this will be an ongoing plan. Brush clearance is important and 10 feet will not be enough. We will need a minimum of 100 feet. In some places it could be 400 feet which needs to be manicured. Heavy equipment can't be used because of the delicate environment. We have overgrowth because it hasn't been burned or cleared in a long time. There are plants which are not native to the habitat. Mobile Home Enforcement for new and existing facilities: Some of our mobile home parks are getting old and it is very expensive to fix and maintain the infrastructure. One of the parks will be closing. It has 80+ units in that park. They are closing under a bankruptcy clause. They will not have to provide any assistance to the residents who are living there and will have to move. This park is old, but the units have been well-maintained and there are quite a few senior citizens there. There is concern on what will happen to these people. Their units are not worth more than a few thousand dollars because they are so old. Most other parks will not take them. It is a struggle. Another park is renovating. They are taking some old units out and bringing in new units. The units are bigger and people who live in the park are resisting the bigger units. They feel that if they keep the new units out, their rents will stay lower. Some feel that it would be nice to live in a park with newer units because that would bring the resale price up for them.
