Plowden, Douglas Wilson Companies William Tuscher, Tuscher Development Ent. Bob Fletcher, McMillin Company Cindy Eldred Klm Kilkenny, The Otay Ranch Company Don Knox, McMillin Company Frank Ohrmund, Ohrmund Land Company Greg Smith, Ormund Land Company Members were questioned as to their availability for the proposed joint GMOC/Planning Commission/City Council workshop now scheduled for Monday, May 18 at 5:30 p.m. Members O'Neill and Willett indicated they would be available, member Ray indicated that as far as he knew would be available. Member Aguilar stated she would call since they are leaving the country and would be returning on that day. Member O'Neill excused himself as he had another commitment at 7:00. 1. OTAY RANCH RESOURCE MANAGEMENT PLAN Rick Rosaler, Principal Planner reported on status of the conveyance schedule and indicated it was staff's intent to add the keystone properties to the first conveyance schedule. This item will be considered by the Planning Commission at their next meeting. Planning Commission Workshop - 2 - April 29, 1997 In response to a question from the audience, Mr. Rosaler indicated that the decision to add adjacent areas to the keystone properties would be the responsibility ~f the proiect Open Space Manager. The policy document identifies that priority is left up to the Board of Supervisors and the City Council decision and that if additional properties were to be added, then a more detailed EIR would be required as opposed to the addendum that is now being proposed. Beverly Blessent, Associate Planner, gave a brief overview of the in-lieu-fee status indicating that the appraisal is finished and staff is completing ongoing discussions with the attorneys office, the County and appraiser. In response to Frank Ormand of Ormand Land Company, Mr. Rosaler indicated that the calculation on the added acreage to the first conveyance was approximately 5 to 6,000 acres, thus providing much more flexibility in terms of the negotiations and purchase of properties involved in the first conveyance. Ms. Blessent then gave a brief overview of the Tentative Map which is proceeding on the Village 5 Core and noting that that item will also be coming to them in the near future.
