MEETING CALLED TO ORDER — 6:02 p.m. MINUTES Human Resources Conference Room City Hall Building 3. ROLL CALL — Stephen Arends P , Carmen Fedje E , Agustive Hermes, Jr. P , William Poindexter P , Robert White P , A.Y. Casillas P _,Stephen Millikin P Guests: Visitors included CDR Mike Giorgino - Republican State Senate candidate for the 400' Senate District which includes the City of Chula Vista Trevor Angood - EHS Alumnus Bobby Price — Commissioner -elect • The City Council meeting was cancelled for tonight; therefore the swearing-in ceremony for Bobby Price was postponed until 7/23/02. The commissioners plan to attend. 4. APPROVAL OF MINUTES - Motion was made and seconded for approval of June Minutes. Included with the Minutes was the Annual Report for fiscal year 2001/2002 completed by Chair Arends, and the Attendance Report completed by Secretary Trudi Mayes. ACTION ITEMS Unfinished Business a. Street Names Mr. Arends discussed the letters sent to the five major developers in Chula Vista regarding expanding the Veterans Street Name Project beyond Sunbow, into Otay Ranch. As of this date, there has been no response from the developers. It was decided among the commissioners that John Willett of the Planning Commission, would be asked to assist with this issue. The goal is to name all 118 streets for veterans, and the status now is that 51 streets out of 53 of the completed streets have been named. Trevor updated the commissioners regarding the research project. This is his last meeting prior to leaving for the University of Michigan. He advised the commissioners that Mr. Mann from Eastlake High is planning to retire and may not want to continue the project next year. Trevor offered to keep the website updated while he is in school. It will continue to be accessible. b. Veterans Park Discussion centered around the park in the Sunbow/Veterans Home/Sharp Hospital community to be named Veterans Park. This issue has been ongoing but the Veterans Commission has the backing of the Mayor and City Council. The Veterans Commission plans to attend the Parks and Recreation Committee meeting when the issue is on their agenda. 1 a c. Chula Vista Veterans Home Support Foundation Update Commissioner Bob White has accepted the position of President of the Chula Vista Veterans Home Support Foundation. He shared the calendar of activities and latest newsletter from the Veterans Home. Mr. White reported that there are currently 213 residents of the Veterans Home. It is expected that the Home will be full by October. With the skilled nursing facility now certified, additional people can be admitted, along with the residents who had medical problems and had to be contracted out to other facilities. There also are about 120 on a waiting list. It was confirmed by Mr. White that the next meeting of the Veterans Advisory Commission on August 20, 2002 will be held at the Veterans Home, and suggested that the Commissioners take a tour to see the newly completed workshops, etc. after the meeting. Mr. Arends thanked Mr. White for accepting the position of president of the Foundation. Mr. Millikin will continue to serve as Secretary, and Ms. Nancy Owen from Coronado has agreed to serve as Vice President for another year, and Mike Maslak will stay on as Treasurer for another year. Mr. Arends reported on the grants received from the City of Chula Vista and the City of San Diego. He is also actively working to get money from City of Coronado. The Skilled Nursing Facility has now been fully certified by the Department of Health Services, State of California, Department of Veterans Affairs, and Medicare. d. Veterans Home Update • Information covered in previous item. e. Veteran of the Year Update For the past several years, Mr. Poindexter has taken care of the Veteran of the Year program and would like to pass on the baton. Mr. Casillas and Mr. Fedje will take over. Mr. White suggested that we delay the date to October 1 st to have all applications submitted for the Veterans of the Year, and agreed that past nominees could be nominated again by having their applications updated. f. Goals and Objectives Mr. Arends happily reported that the (his) #1 goal over the past several months, which has been to replace him, has been achieved. Mr. Bobby Price will be sworn in at the City Council meeting held Tuesday, July 23, 2002 at 6 p.m., with the Commissioners in attendance. At the next meeting of the Veterans Advisory Commission, Mr. Hermes, as Vice Chair, will take the lead until a new Chair is nominated and selected. Annual Report — Mr. Arends recommended that information be kept current so that the Annual Report will be easy to pull together g. Legislative Reports Mr. Arends gave an update on Assembly Bill 2893, introduced by Assemblyman Howard Wayne, to create a veterans cemetery on 25 acres of Glen Abbey. h. Oral History Mr. Poindexter informed the commission that the group was discontinued for the summer but he had two videotapes he copied, if anyone would like to view them. The group will re -organize after the summer. 2 At this time, as part of the Oral History segment, Mr. White called upon Mr. Price to provide the commissioners with his background; his navy career. Mr. Price ended his 24 -year Navy career in the year 2000, and currently works with Science a Applications International Corporation (SAIC) as a Navy Communications Subject Matter Expert for the Navy. He has been a resident of Chula Vista for 12 years, and is presently Vice Commander of the First District, VFW Post 2111. Mr. Price was advised that he is'eligible for two terms as a Commissioner. • 6. COMMUNICATIONS Cy;L11:YeZelutul�i;y>i;9 Mr. Arends informed the commissioners of the current events taking place in the upcoming weeks. One of the events he mentioned a dance troupe and a brass ensemble coming from Korea that will be performing at the East County Performing Arts Center. Their last stop before returning to Korea will be at the Veterans Home on Tuesday, July 23rd, for a special presentation. There are 52 Korean War Veterans at the Veterans Home. COMMISSIONERS COMMENTS Commissioner-elect'Price expressed his pleasure on being a part of the Chula Vista Veterans Advisory Commissioner. He was welcomed by each of the Commissioners, most of whom will join him at the City Council meeting on July 23`d for the official swearing-in ceremony. Mr. Hermes received a letter from Jerry Rindone thanking him for the invitation to the Memorial Day Services. He commented that the services were the best he had ever attended. The Veterans Day plans are being addressed by the various organizations in Chula Vista. More than likely there will be some acknowledgement to 9/11/01. STAFF COMMENTS Trudi announced that Capt. Dyke extended an invitation for lunch to the Commissioners in honor of Steve Arends' service to the commission. The Commissioners graciously accepted. REMINDER: Plan to arrive @ 5 p.m. for dinner at the Veterans Home prior to the meeting at 6 p.m. PUBLIC COMMENTS Trevor advised that school would be out in April and that he is planning to attend the May 2003 meeting. Mr. Giorgino commented that he was glad to see the Commissioners and all they do for veterans.
