OTHERS PRESENT: None DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: None 2. APPROVAL OF MINUTES: January 8, 2007 (MSU 7-0) 3. INTRODUCTION OF NEW MEMBERS: Rita Buencamino-Andrews, appointed December 2006; David Turner, appointed February 2007; and Ben West, appointed March 2007. 3. NEW BUSINESS: A. Approval of Resolution 2007-001 which changes the location of regular meetings to the Planning and Building Conference Room, #137, located in the Public Services Building of the City of Chula Vista, 276 Fourth Avenue. (MSU 7-0) B. Discussion of a Memorandum from the City Clerk regarding a Boards and Commissions project which will consolidate, simplify and clarify the many rules governing boards and commissions. This should reduce the confusion and provide consistent treatment for all boards and commissions where the law and policy allow. Amendments to the Municipal Code will be proposed. No proposals will be made to change the boards' purpose, functions, duties or objectives. The changes would, however, make it clearer, specifically when the Board of Appeals might be involved and when a hearing examiner might be used. There were no questions. C. Doug Leeper, Code Enforcement Manager, presented information on proposed ordinances which will help costs recovery for the City. 1) Code enforcement is trying to help stem the tide of illegal construction and non -disclosure of illegal construction. In some instances the house is sold and the new owners may not be aware that there was no permit for construction or other work done. Local jurisdictions can pass an. ordinance that requires realtors and escrow companies to obtain a property transfer report that contains zoning information and building records on that property prior to the close of escrow. There would be a fee involved in that which would recover the City's cost in maintaining those records and providing the information. This would do two things. Itwould notify the buyer of what is legally established on the property. For instance, if the home is a tri-plex with 3,600 sq. ft. and the report from the City states that it is an 1,800 sq. ft. legally Board of Appeals & Advisors Page 2 April 9, 2007 The State has officially adopted the new International Building Code and in mid-January 2008 we will be enforcing a new code in California. First one in about 10 years. There are significant changes between the current codes and what we will be enforcing. The personnel has gone through training. There will be modifications to the code which will be very minor and these changes will be brought back before the Board for approval. The Building counter is new. We now have a new automatic system which tracks time that people wait, etc. We have a shortage of staff right now so some of the waiting times are longer. 7.
