may schedule the topic for future discussion or refer the matter to staff. Comments are

2 PUBLIC HEARING: Consideration of Addendum to Environmental Impact Report
UPD#83356-EIR-65B/SCH#2005081077, and proposed
amendments to the Chula Vista General Plan, Bayfront Local
Coastal Program and Chula Vista Municipal Code Chapters 19.81
thru 19.87

Staff Recommendation: That the Planning Commission adopt Resolution MPA15-0014
recommending that the City Council adopt Addendum to
Environmental Impact Report UPD#83356-EIR-
65B/SCH#2005081077, approve the proposed General
Amendment, LCP Amendment and amendments to Chula Vista
Municipal Code Chapters 19.81 thru 19.87, as presented in the
Draft City Council Resolutions and Ordinance attached thereto.
Slide presentation by Sr. Planner Miguel Tapia which included:
• A description of the 4.81 acre site with location maps
• Jurisdiction of both the City and Port of San Diego
• Amendment Changes — zoning from Professional Office to
Commercial Visitor (Limited) allowing only hotel development
and uses incorporated into the hotel premises i.e. restaurants,
spas, specialty shops, etc.
• Potential Issues: 1) Environmental 2) Traffic 3) Water 4) Sewer
and 5) Jobs and Revenue Generation
QUESTIONS TO STAFF
• Would underground parking be feasible?
• Is this the only parcel with open space surrounding it?
• What about access to the property/parking and the bike lane?
• Would it be limited to one — or could there be two hotels?
• What would constitute an "affordable hotel"?
• How would this work with the development agreement and the Port?
OPENED PUBLIC HEARING
Applicant, Daniel Singh, addressed the Commission and gave a brief background of LDA (Land
Developers Associates) — which is a real estate development firm — and the process that
brought them to this point. The land in question was originally owned by the City of Chula Vista
(Redevelopment Agency) and when the Governor disbanded the Redevelopment Agencies, LDA
purchased the land (November 2013).

• The timeline for development
• If it was typical to have two brand name hotels on the same site
• Is there a management company in place to manage the properties?
• That the property on Bay Blvd to the north of E Street be put to good use.
• The term "affordable" hotel to mean not the $250-$350 per night, but more in
the range of $130, yet to remain a quality property
• Is the area subject to Port or City design guidelines?
• Does the City of Chula Vista have TOT taxes? (Hotels all pay TOT taxes)
PUBLIC HEARING CLOSED
COMMISSIONER DELIBERATIONS
Commissioner Zaker spoke in support of the approval to change the zoning and thinks it is a
better use. Chula Vista hasn't had any quality, affordable hotels in many years. He also
complimented staff.
ACTION: Motion to approve made by Zaker; Seconded by Nava
VOTE: 5-0-0 with Anaya and Gutierrez absent

There were none
4 COMMISSIONERS' /BOARD MEMBERS' COMMENTS
Commissioner Nava brought to the attention of the Board that there is a large banner
hanging/falling down at the end of Olympic Parkway (Olympic Pointe?) and is an eye -sore.
Principal Planner Steve Power will refer it to Code Enforcement.
ADJOURNMENT to the regular meeting on November 8, 2017, at 7:04 p.m. in the
Council Chambers at 276 Fourth Avenue in Chula Vista, California.
