SPECIAL MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF CHULA VISTA REVISED AGENDA Tuesday, December 12, 2017 Volta Community Room 4:00 p.m. 1715 Orion Avenue, Chula Vista, CA 91915 ,Parking available in any space in the shweture between the Duetta and Volta buildings. CALL TO ORDER ROLL CALL: Commissioners Bustamante, Cabral, Lisama, MacFarland, Merino, Quero, Robles and Chair Uy CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a BoardlCommission Member, a member of the public, or staff requests that an item be removed for discussion. If you }vish to speak on one of these items, please fill out a 'Request to Speak" form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM April 13, 2017 Staff recommendation: Review Attachment 1 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Comrnission on any subject matter within the BoardICommission's juisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on arty issue not inchrded on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. Ifyou wish to speak on any item, please fill out a `Request to Speak" form and submit it to the Secretary prior to the meeting. 2. TOUR OF VOLTA AND DUETTA AFFORDABLE HOUSING PROJECTS ConAm staff will provide a tour overview of the project. RECOMMENDED ACTION: Hear the presentation. 3. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018 RECONIIvIENDED ACTION: Commissioners nominate and elect the Chair and Vice Chair for the period of July 1, 2017 - June 30, 2018. 4. SMOKING ORDINANCE AMENDMENTS Healthy Chula Vista staff will provide an overview of proposed changes to the smoking ordinance that pertains to city facilities and affordable housing projects. RECOMMENDED ACTION: Review Attachment 2 and Commission provide an advisory recommendation to Council on adoption of amendments to the Smoking Ordinance. 5. UPDATE TO THE GUIDELINES TO THE BALANCED COMMUNITIES POLICY Housing staff will provide an update on State Legislation effective January 1, 2018 related to inclusionary housing obligations in rental projects. The Commission will consider advising the Director of Development Services to remove language on page 5 of the Guidelines to the Balanced Communities Policy to enable staff to request information from both for -sale and rental products to assess the feasibility of on-site compliance. RECOMMENDED ACTION: Review Attachment 3 Guidelines (track changed on page 5) and Resolution. Commission provide an advisory recommendation to the Director of Development Services to update the Guidelines to the Balanced Communities Policy. OTHER BUSINESS 6. STAFF COMMENTS a.
