HomeMy WebLinkAbout2017-07-20 PRC MinutesPage 1 | Parks and Recreation Commission Minutes July 20, 2017 MINUTES OF A REGULAR MEETING OF THE PARKS AND RECREATION COMMISSION OF THE CITY OF CHULA VISTA July 20, 2017 6:30 p.m. A Regular Meeting of the Parks and Recreation Commission of the City of Chula Vista was called to order at 6:33 p.m. in the Council Chambers, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Buddingh, Doyle, Garcia-Lopez, German, Gregorio, and Zarem ABSENT: Chair Fernandez ALSO PRESENT: Deputy City Manager Bacon, Assistant Director of Public Works Quilantan, Principal Recreation Manager Contreras, Principal Recreation Manager Farmer, Interim Parks Manager Schreck CONSENT CALENDAR 1. APPROVAL OF MAY 23, 2017, SPECIAL MEETING MINUTES Minutes from the May 23, 2017, Special Meeting were reviewed. Staff recommendation: Commission approve the minutes 2. APPROVAL COMMISSIONER FERNANDEZ ABSENCE FROM MAY 23, 2017, SPECIAL MEETING Staff recommendation: Commission excuse the absence 3. FIELD CONDITION REPORT UPDATE Assistant Director Quilantan and Interim Parks Manager Schreck provided a verbal report of field conditions and field allocations. Commissioner Buddingh requested Salt Creek soccer arena on the next management report. Staff recommendation: Commission to accept verbal report of work in progress 4. MEASURE P BOND/PROJECT UPDATE Page 2 | Parks and Recreation Commission Minutes July 20, 2017 Assistant Director Quilantan provided a verbal report on projects funded by Measure P. Vice Chair Doyle stated that it would be beneficial to have a plan to present to the oversight committee regarding prioritizing fields. Staff recommendation: Commission to accept verbal report of work in progress 5. YOUTH SPORTS COUNCIL FIELD ALLOCATIONS UPDATE Assistant Director Quilantan provided a verbal report regarding the field allocations and the report will be listed on the website soon. Staff recommendation: Commission to accept verbal report of work in progress 6. URBAN AGRICULTURE & COMMUNITY GARDENING POLICY IN CHULA VISTA Senior Project Coordinator Kurz provided an overview of existing city policy related to agriculture, livestock and community gardens and discussed changes to state law and best practices in the industry that may impact updates. Commissioner German requested that Healthy Chula Vista staff return to the Parks and Recreation Commissioner to present at a future meeting. Staff recommendation: Commission hear the presentation 7. RECREATION DEPARTMENT REPORT Principal Recreation Manager Farmer provided a staff report to the commission. Staff recommendation: Commission to accept report of activities and programs ACTION: Commissioner German move d to approve staff’s recommendations and offered Consent Calendar Items 1 through 7. Commissioner Buddingh seconded the motion, and it carried by the following vote: Yes: 6 – Buddingh, Doyle, Garcia-Lopez, German, Gregorio, Zarem ITEMS REMOVED FROM THE CONSENT CALENDAR There were none. PUBLIC COMMENTS There were none. ACTION ITEMS Page 3 | Parks and Recreation Commission Minutes July 20, 2017 8. COMMISSIONER FERNANDEZ ACCEPT CHAIR POSITION FOR FISCAL YEAR 2017-2018 Chair Fernandez was not present and Commissioners discussed addressing this item at a later meeting. ACTION: Vice Chair Doyle moved to postpone this item to the next commission meeting. 9. GOALS AND OBJECTIVES FOR FISCAL YEAR 2017-2018 Commissioners reviewed and discussed goals and objectives. Commissioner Buddingh stated that the goals and objective numbers six, eleven, and thirteen should be moved to the top of the list. ACTION: Commissioner German moved to approve goals and objectives for Fiscal Year 2017-2018, with the goals relating to joint use to be high priorities and include some open space locations to be included in a tour. Commissioner Garcia-Lopez seconded the motion, and it carried by the following vote: Yes: 6 – Buddingh, Doyle, Garcia-Lopez, German, Gregorio, Zarem 10. MEETING LOCATIONS FOR FISCAL YEAR 2017-2018 In an effort to learn more about various recreation centers, upcoming Parks and Recreation Commission meetings will be held at different centers. A list of meeting dates and locations was provided to the Commission. Commissioner German stated that he will be out of town on September 21st and requested an excused absence for that meeting. ACTION: Commissioner Buddingh moved to approve the meeting locations for Fiscal Year 2017-2018. Commissioner German seconded the motion, and it carried by the following vote: Yes: 6 – Buddingh, Doyle, Garcia-Lopez, German, Gregorio, Zarem OTHER BUSINESS 1. STAFF COMMENTS Deputy City Manager Bacon discussed the Recreation Director vacated position and budget cuts. 2. CHAIR’S COMMENTS There were none. 3. COMMISSIONERS’/BOARD MEMBERS’ COMMENTS Page 4 | Parks and Recreation Commission Minutes July 20, 2017 Commissioner Garcia-Lopez asked Assistant Director Quilantan about a tour of Rienstra Sports Park. Assistant Director Quilantan stated that there are many aspects that need to be worked on at Rienstra Sports Park and will continue to provide updates on this project and other projects related to Measure P funds. Commissioner Buddingh spoke regarding an email dated July 17, 2017, titled “Recreation Department Update to Commissions,” a copy of which is on file with the Recreation Department. Newly appointed Commissioner Zarem introduced himself and provided some information about his background.
