Conference Room C106 City Hall Building 2. MEMBERS PRESENT: Commissioners Sitva Q , Saucedo P Fkmos E , ManufoP , Stevenson P 3. APPROVAL OF MINUTES: January 3, 2008 MSC (SAUCEDO/SILVA) 4-0 To approve the Examination Announcements. (FLOROS EXCUSED) Item 6 taken out of order. 6. NEW BUSINESS - A. Request for an Exceptional Merit Increase for City Employee submitted by Assistant City Manager David Palmer. Leah Browder, Library Director thanked the commissioners for their service to the community. Ms. Browder commented on Mr. French's skills and abilities and his deep dedication to the Library. Marcia Raskin, Director of Human Resources asked that a calculation error for posting the merit increase be corrected. MSC (SILVA/MARRUFO) 4-0 To approve the Exceptional Merit Increase for Damon French with the modifications to the effective date. (FLOROS EXCUSED) 4. APPROVAL OF EXAMINATION ANNOUNCEMENTS Animal Care Assistant Open 08531301 Clerical Series Exam Open 08013101 Crime Laboratory Manager Open 07510111 Principal Recreation Manager Promotional 07741012P MSC (STEVENSON/MARRUFO) 4-0 To approve the Examination Announcements. (FLOROS EXCUSED) 5. APPROVAL OF ELIGIBLE LIST - None submitted 6. NEW BUSINESS - B. Appeal of Discipline (CSC.046) C. Appeal of Discipline (CSC.047) D. Appeal of Termination (CSC.048) Marcia Raskin, Director of Human Resources discussed the pending appeals and their status. Staff will continue to work with the Commission on setting dates. E. Civil Service Rules — Subcommittee Report Chair Silva stated that several comments have been made and about half of the document has been reviewed. Chair Silva commented that once the document has been completely reviewed, issues and concerns will be brought forward. He feels that with the next meeting, they should be done by April. Chair Silva asked that the Civil Service Rule Sub -Committee Report item remain on the Agenda until they have completed reviewing the rules. 7. OTHER BUSINESS - A. Staffing Reports — None submitted. Chair's Comments Chair Silva mentioned that hdheard that the appeal is going well and hopes that it will wrap up quickly. B. Commissioners' Comments - None C. Staff Comments - Marcia Raskin, Human Resources Director commented that Ms. Marshall, Senior Assistant City Attorney did some research on the First Amendment issue and will distribute the information prior to the next hearing date on the 25th. 'Ms. Raskin also distributed an invitation to the next Human Relations meeting hosted by the Police Department. Commissioners are asked to contact the number on the flyer if they plan to attend. D. Public Comments - None 9. ADJOURNMENT — Immediately to the Special Sub -Committee meeting of the Civil Service Commission.
