6. NEW BUSINESS -
A. Request to Extend the Police Recruit and Peace Officer Eligibility list for six (6) months submitted by Chief
of Police, Rick Emerson.
MSC (STEVENSON/SAUCEDO) 3-0 To approve the Requestto Extend the List as requested by the Chief of Police.

B. Appeal of Discipline. (CSC.049)
Marcia Raskin, Director of Human Resources stated that the employee failed to report to a drug and alcohol -screening
request by his supervisor. The employee was charged with insubordination and his failure to report was treated as a
positive drug test. The employee also failed to appear for his Skelly but submitted a letter to the Director of Public
Works. The Department upheld the recommended discipline. As a result, the employee is seeking representation from
SEW to appeal his discipline. Before SEW takes the case, they now go through a process call MACK to see if SEIU will
take the case. Because of this process, the employee has waived the 30 days to hear appeal. Staff will coordinate
calendars for the end of May or early June.

C. Staff Comments
Marcia Raskin, Director of Human Resources informed the Commission that the City offered a second Golden
Handshake and it is anticipated that 12 employees will retire. Commissioners continue to ask questions regarding the
structure of upper management, possible lay-offs, and vacancies.
` Marcia Raskin, Director of Human Resources also thanked the Commissioners for their commitment to the Commission
and to the City especially during hearings and lengthy meetings.

Committee.
