HomeMy WebLinkAbout2008-06-05 CSC MINUTESCIVIL SERVICE COMMISSION CITY OF, CHULA VISTA • MINUTES June 5, 2008 Conference Room B129 Thursday, 5:15 p.m. Public Services North MEETING CALL TO ORDER 5:21 p.m. MEMBERS PRESENT: Commissioners Silva _L_, Saucedo P Floros P , Marrufo _a_, Stevenson E Out of Order: Marcia Raskin, Human Resources Director introduced Mayor Cox. Mayor Cheryl Cox presented Commissioner Floros with a Certificate of Recognition for his 16 -year career with the Bum Institute. Mayor Cox explained that Commissioner Floros has received the Bum Prevention Award from the American Burn Association for his 16 -year career with the association. Mayor Cox thanked the Commissioners for their dedication and service to the Commission. She also reminded them of the Boards and Commission Event, which is an opportunity to thank all commissioners for their service to the City. Marcia Raskin, Director of Human Resources mentioned that Mr. Silva's last official meeting is this evening and that he is finishing up his term with the Civil Service Commission. Mayor Cox asked if he is ready to serve on another commission. Chair Silva stated that he is interested. He also expressed that it has been a great experience. 3. APPROVAL OF MINUTES: None Submitted. 4. NEW BUSINESS - A. Request to Extend the Police Sergeant Eligibility List until October 2008 submitted by Rids Emerson, Chief of Police. MSC (FLOROS/SILVA) 4-0 To approve the request to extend the Police Sergeant Eligibility List submitted by Chief Emerson. (EXCUSEDISTEVENSON) Marcia Raskin, Director of Human Resources announced that the City is offering a second Golden Handshake. She discussed several vacancies at the executive level and that about 16 other city employees are taking the offer. Ms. Raskin also stated the Human Resources Department took forward to Council a creation of a new unit. There is now a Managers group and a Professional Unit group, which was approved at the June 3`d Council meeting. Ms. Raskin reminded that Commissioners of the Boards and Commission Event and hope that thev attend. Civil Service Commission Minutes June 5, 2008 B. Appeal of Termination. (CSC.049) Marcia Raskin, Human Resources Director explained it has been 30 days since the request of appeal was submitted and the department has not heard from the employee or his representative. Staff will move forward in scheduling a hearing. C. Civil Service Commission Vacancy Marcia Raskin, Human Resources Director provided some history of those Commissioners who were appoint to Chair the Commission. Staff distributed copies of applications and were asked to pre-screen the applications for the July meeting. The Commissioners continued to ask questions regarding the review, selection and interview process. Motion to move the regular meeting of the Civil Service to July 10, 2008 at the same 5:15 time. MSC (SILVA/FLOROS) 4-0 To move the Regular meeting of the Civil Service Commission to July 10, 2008 at the same time 5:15. (EXCUSED/STEVENSON) Chair Silva also commented that the Commission will meet after the regular meeting as a Sub -Committee to review the applications. 7. OTHER BUSINESS - A. Staffing Reports — Read Items only. B. Civil Service Rule — Sub -Committee Report Chair Silva commented that the Committee has had a chance to review the rules and have proposed changes. He stated that the group went through the rules looking for changes that impacted what the commission does, changes that should be made as a result of issues that have come forward and also technical changes and questions. Chair Silva discussed several areas that are proposed for change. Chair Silva mentioned that it would be too lengthy to go over everything at this meeting and that a special meeting should be scheduled. Marcia Raskin, Director of Human Resources asked if any type of support is needed to help present the proposed changes. Chair Silva said that he will either type or write up the changes and asked that the Committee meet one more time to finalize and review of the document. Chair Silva asked if the group could meet with the Director of Human Resources to review a summary of the changes. It was decided that the Committee meet with Marcia Raskin on June 19th at 5:15 p.m. 8. COMMUNICATIONS A. Chair's Comments Chair Silva thanked everyone for allowing him to stay for a few more months. He also thanked everyone and said it has been a privilege, enjoyable and fun working with the group. Marcia Raskin, Director of Human Resources commented that she couldn't have asked for a better commission as a whole and having Mr. Silva as Chair with his legal background which has help the commission and staff tremendously. Ms. Raskin expressed that its been a grand time having Mr. Silva as Chair and as a Commissioner. B. Commissioners' Comments Commissioner Floros thanked Chair Silva on a job well done. Civil Service Commission Minutes June 5, 2008 Kelley Bacon, Assistant Director of Human Resources mentioned and elaborate slightly on the budget that was approved for the department. She also mentioned the new meeting rooms in the new building and that a tour of the new facility could be arranged. D. Public Comments - None, 9. ADJOURNMENT — The Civil Service Commission adjourned to the next special meeting on June 19, 2008, at 5:15 p.m., in the Conference Room 6129, Public Services North at City Hall, 276 Fourth Avenue, Chula Vista, CA 91910.
