a 6. NEW BUSINESS
A. Ethics Training Requirements
Memorandum submitted by Jill D.S. Maland, Deputy City Attorney asking that all Commissioners attend the
AB X34 Ethics Training before the January 1, 2009 deadline. They may do so by attending a Gass or going on-
line.
B. Appeal of Termination. (CSC.050)
Attorney for the appellant would like to waiting until the Oil seat is filled on the Commission and has waived the
30 days to hear the appeal. Staff will coordinate calendars to set hearing.

'B. Civil Service Rule — Sub -Committee Report
Commissioner Silva commented that one area of the Civil Service Rules is still under review, which is the
Appeal Process. Once that is completed, the document should be complete before the next meeting.
C. Civil Service Commission Vacancy
Vice -Chair Stevenson stated that a number of candidates were interviewed at the last meeting and will continue
with the interviews immediately following the regular meeting.

C. Staff Comments
Marcia Raskin, Director of Human Resources distributed an announcement of the Joint Meeting of the Human
Relations Commission. The Human Relations Commission is inviting all Board members to the October 8th
meeting.
Marcia Raskin, Director of Human Resources also commented on the City Managers Recruitment efforts. The
recruitment deadline to apply is Monday, October 6th. She mentioned that the Human Resources are receiving
viable candidates from across the county. Applications will be presented to the City Council. They will be
screen in close session on October 7th and invite candidates for the October 14P interviews. Marcia Raskin also
stated that Scott Tulloch is currently the Interim City Manager.
D. Public Comments
Code Enforcement Officer employees asked to speak. They requested that staff provide clarification on
bumping rights and asked if they could address some concerns regarding Building Inspectors bumping to Code
Enforcement Officers. The Code Enforcement Officers stated that they have not received any information on
their rights and would like to be able to view the bumping charts in regards to their positions. They are asking
for information or verification of this process and would like to see something in writing. They stated that they
do not believe Building Inspectors are in the same classification as their own.

Marcia Raskin, Director of Human Resources stated that she would meet with the Code Enforcement Officers
as a group to discuss their concerns. She stated that the bumping charts have been used per Civil Service '
rules. She mentioned that she met with the bargaining units on actions the Human Resources have taken to
date. Ms. Raskin stated that she would meet with the Code Enforcemenf group within the next 30 days to
address their concerns.
Vice -Chair Stevenson asked staff to report back at the next regular meeting results of the meeting with the
Code Enforcement Officer's. She also stated that these are extenuating times and probably unprecedented for
Chula Vista and it seems that the agency is making an effort to protect as many of it's employees.
9. ADJOURNMENT—
The Civil Service Commission adjourned to the next regular scheduled meeting on Thursday, November 1, 2008, at 5:15
p.m., in the Conference Room 13129, Public Services North at City Hall, 276 Fourth Avenue, Chula Vista, CA 91910.
