RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING THE UNIFORM BUILDING
VALUATIONS FOR 1986-87
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the San Diego County Chapter of the
International Conference of Building Officials has for many years
recommended to their respective goverl~ing bodies the adoption of
the building valuation multipliers published in the
January-February issue of the Building Standards publication, and
WHEREAS, the existing building valuations for 1986-87
are no longer consistent with the new valuation list proposed by
the San Diego Chapter to be effective July 1, 1986, and
WHEREAS, the adoption of the 1986-87 valuation
multipliers is in conformance with Council Policy 500-04 adopted
by Resolution No. 5656 endorsing the principle of uniform
standards for building valuations throughout San Diego County.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the Uniform Building
Valuations for 1986-87 attached hereto as Exhibit "A" and
incorporated herein by reference as if set forth in full.

On July 14, 1986 the Board of Appeals and Advisors recommended the adoption of the proposed
building valuation multipliers recommended by the San Diego County Area Chaper of the
International Conference of Building Officials for fiscal 1986-87.
RECOMMENDATION: That Council adopt the building valuation multipliers.

DISCUSSION:
The San Diego County Chapter of the International Conference of Building Officials has for
many years recommended to ~heir respective governing bodies the adoption of the building
valuation multipliers .published in the January-February issue of the Building Standards
publication.
~e existing building valuations for 1986-87 are no longer consistent with the new valua-
tion list proposed by the San Diego Chapter to be effective July 1, 1986.
The adoption of the 1986-87 valuation multipliers is in conformance with the City Council
Policy 500-04 adopted by Resolution 5656 endorsing the principle of uniform standards
for building valuations throughout San Diego County.
FISCAL IMPACT:
The changes involved will increase most of the building types from 0 to 4% in valuation.
This will result in a minimal increase in permit fees and revenues.
As an example, the average 1,500 square foot, wood frame, single family dwelling structure
will increase approximately 1.7% in valuation, or from $87,000 to $88,500. This $1,500
increase in valuation will raise the combined building permit and plan check fees from
$680.66 to $691.02 fort a total increase of $10.36 per house.

BUILDING VALUATION DATA:
The valuations were formulated Dy taking the Unit Cost/sq.ft. and multiplying it Dy
the regional modifier (1.00) and rounding off to the nearest ~ollar. Tnis Duilding
valudtion data is contained in t~e Jan-FeD 1986 issue of the Building Standards,
Magazine, puolished Dy the International Conference of Building Officials.

** Deduct 11 percent for mini-warehouses
*** For suD~ivisions with 10 or more single-family dwellings which nave planc~ecK
and builoing permit issuances in groups of 10 or more, the vaulation may De

TENANT IMPROVEMENTS:
The vdluation of tenant improvements shall be $18/sq. ft. or the actual construction
cost estimate. (See attached estimation form).
AUTHORITY TO DETERMINE VALUE: U.B.C. Section 304:
'Ine determination of value or valuation under any of the provisions of this code shall
De made by the building official. The value to be used in computing the building
permit and building plan review fees shall be the total value of all construction work
for which the permit is issued, as well as all'finish work, painting, roofing, electrical,
plumbing, nearing, air conditioning, elevators, fire-extinguishing systems and any other
permanent equipment.
