MEASURE P CITIZENS' OVERSIGHT COMMITTEE
OF THE CITY OF CHULA VISTA
Thursday, September 28, 2017 6:00 p.m.
A Regular Meeting of the Measure P Citizens' Oversight Committee of the City of Chula Vista
was called to order at 6:18 p.m. in the Public Works Center, located at 1800 Maxwell Road,
Chula Vista, California.
ROLL CALL
PRESENT: Committee Members Firsht, Hunter, Maldonado, Robles,
Vigilante, Voorhees, Whitsell, Ziomek and Chair Redo.
ABSENT: Committee Member Doyle, Freels, Garcias, Lengyel, Prater, and
Sheridan.
ALSO PRESENT: Assistant City Manager Kachadoorian, City Attorney Googins,
Director of Finance Bilby, Marketing & Communications Manager
Steinberger, Public Works Director Hopkins, Engineering &
Capital Projects Director/City Engineer Valle, Assistant Director
of Public Works Quilantan, and Administrative Secretary Lindsey.
CONSENT CALENDAR
1. CONSIDERATION OF EXCUSED ABSENCE
Commissioners Lengyel and Vigilante on July 27, 2017.
2. APPROVAL OF MINUTES of July 27, 2017.
ACTION: Committee Member Hunter moved to approve staff's recommendation on the
above Consent Calendar items, Committee Member Firsht seconded the motion,
and it passed by the following vote:
Yes: 9 — Firsht, Hunter, Maldonado, Robles, Vigilante, Voorhees,
Whitsell, Ziomek and Chair Redo.
No: 0
Abstain: 0
PUBLIC COMMENTS
Former Committee Member Coleman spoke regarding his resignation from the Measure
P Citizens' Oversight Committee.

STAFF PRESENTATIONS
3. PRESENTATIONS REGARDING MEASURE P, THE TEMPORARY, TEN-YEAR
HALF -CENT SALES TAX TO FUND HIGH PRIORITY INFRASTRUCTURE NEEDS
Director of Finance Bilby spoke regarding the FY 17 sales tax revenues and expenditures
through June 30, 2017 and the City Council action to approve the updated Measure P
budget and Infrastructure, Facilities and Equipment Expenditure Plan.
4. MEASURE P PROJECT UPDATES
Director of Engineering & Capital Projects Valle, Director of Public Works Hopkins, and
Assistant Director of Public Works Quilantan provided an update on Measure P projects
that are underway or have been completed. Committee members made statements and
asked questions, staff responded.
OTHER BUSINESS
5. STAFF COMMENTS
City Attorney Googins spoke on the process to fill the Sustainability Commission seat
vacancy and items expected to be on future agendas. Staff and committee members
confirmed the next meeting will be held on Thursday, November 30th. Marketing &
Communications Manager Steinberger spoke regarding the promotion of Measure P
prof ects.
6. COMMITTEE MEMBERS' COMMENTS
Committee members asked questions and made comments regarding asset maintenance,
Bayfront development and the TOT rate, staff responded.
ADJOURNMENT
At 7:14 p.m. Chair Redo adjourned the meeting to the next Special Meeting on November 30,
2017 at 6:00 p.m. at the Public Works Center, located at 1800 Maxwell Road, Chula Vista,
California.
