MINUTES OF A REGULAR'MEETING OF THE ,
CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
March 5, 2015
5:15 p.m.
The regular meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:15 p.m. in Conference Room B 129, located in the Public Services North Bldg C at 276
Fourth Avenue, Chula Vista, California.
ROLL CALL

Chair Starr stated that, regarding Item 1, approval of the minutes of October 2, and November
6, 2014, would be continued to the next meeting.
1. APPROVAL OF MINUTES of May 1, 2014, September 4, 2014, October 2, 2014 and
November 6, 2014.
Staff recommendation: Commission approves the minutes.
2. APPROVAL OF PAYROLL ADJUSTMENT (STAFFING) REPORTS: 1401230,

Staff recommendation: Commission approves the staffing reports.

ACTION: Commissioner Gonzales moved to approve staffs recommendation and offered
Consent Calendar Item 1, as amended to include only the minutes of May 1, and
September 4, 2014, heading read, text waived. Commissioner Gersten seconded
the motion, and it carried by the following vote:

Abstain: 0
ACTION: Chair Starr moved to approve staffs recommendation and offered Consent
Calendar Items 2 through 3, headings read, text waived.' Commissioner Gersten
seconded the motion, and it carried by the following vote:

ACTION ITEMS
1. CONSIDERATION OF APPROVING AN EXTENSION OF THE FIRE CAPTAIN
ELIGIBLE LIST (RECRUITMENT #14558303P) TO APRIL 30, 2016.
Staff recommendation: Commission approve the plan.

ACTION: Commissioner Gonzales moved to approve Action Item 1, heading read, text
waived. Commissioner Gersten seconded the motion, and it carried by the
following vote:

2. CONSIDERATION FOR A STEP INCREASE FOR FIRE ENGINEER ROBERT
(JOSH) SANDERS
Staff recommendation: Commission approve the plan.
ACTION: Chief Geering and Battalion Chief Roberts distributed information on the step
increase and answered Commissioners' questions regarding the item.
Commissioner Gonzales moved to approve Action Item 2, heading read, text
waived. Commissioner Gersten seconded the motion, and it carried by the
following vote:

3. STAFF'S COMMENTS
Assistant HR Director Mosley informed the commissioners that this will be her last
meeting, and introduced the new HR Director Courtney Barrett who will take over
effective March 20, 2015.
Simon thanked Irene for her service, and welcomed Courtney. The City will begin
engaging in labor negotiations with CVEA, MM and WCE for new successor MOU's. In
addition, they will also start ALS negotiations with IAFF. The outcomes will be reported
back to the commission. Forthcoming is a revision to the Civil Service items to clean up
punctuation. Lastly, two items from fire to address seniority points and a MOU revision
regarding another Civil Service change to address constant minimum staffing for fire.

Chair Starr announced that the Commission would convene in closed session to discuss the
item listed below.
At 5:30 p.m., the Commission convened in Closed Session.
CLOSED SESSION'
1. PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE PURSUANT TO
GOVERNMENT CODE SECTION 54957(b).
The Commission reconvened in open session at 6:30 p;m., with Commissioners Gersten,
Gonzales, and Chair Starr present. Civil Service Commission Attorney Michelli stated
that the Civil Service Commission deliberated on Closed Session Item 1 and upon a
motion by Chair Starr and a second by Commission Gersten, reached a unanimous
decision as to each allegation to deny the disciplinary appeal by the police agent and
uphold the discipline proposed by the City.
ADJOURNMENT
At 6:31 p.m. Chair Starr adjourned the meeting to the Regular meeting on April 2, 2015
at 5:15 p.m., in Conference Room B129, Public Services Building North Bldg. 300, at
City Hall, 276 Fourth Avenue, Chula Vista, California.
