HomeMy WebLinkAboutReso 1986-12775RESOLUTION NO. 12775 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT WITH IRENE SAPER FOR PREPARATION OF THE CHULA VISTA SOCIAL SERVICES PLAN AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council is desirous of the preparation of a a Chula Vista Social Services Plan; and, WHEREAS, Irene Saper has been found to be qualified and willing to coordinate and write the Social Services Plan; NOW, THEREFOR, BE IT RESOLVED that the City Council of the City of Chula Vista approves Irene Saper as consultant for the City and agrees to enter into the agreement attached hereto. BE IF FURTHER RESOLVED that the Mayor of the City of Chula Vista is hereby authorized and directed to execute said agreement for and on behalf of the City of Chula Vista. City OF CHULA VISTA CC-660 City Clerk AGREEMENT FOR SOCIAL SERVICES PLAN CONSULTING SERVICES This Agreement is made and entered into this day of October, 1986, by and between the City of Chula Vista,(hereinafter referred to as "CITY") and Irene Saper (hereinafter referred to as "CONSULTANT"). The City and Consultant, for mutual consideration as defined herein, agree to the following terms, services, and conditions: 1. TERM - Unless terminated or renewed, this Agreement is effective commencing October 1, 1986, and shall remain in effect through June 30, 1987. 2. SERVICES - Consultant agrees to perform professional services for City with respect to City's interest in the development and writing of a Chula Vista Social Service Plan. Consultant agrees to perform the following services, which may be expanded upon mutual agreement between Consultant and City. Collect and analyze data relevant to the social service needs of the population of Chula Vista and to the social services being provided in the City of Chula Vista; 2. Write the plan document and make available to the City one print-ready copy of the document. In order to accomplish the above, the following services will be performed: (a) Survey and communicate with social service providers in Chula Vista; (b) Sample assess the public perception of social service needs and the adequacy of existing services; (c) Assist the City with the development and the ongoing activi- ties of the project task force; (d) Make presentations at public hearings and to the project task force and other organizations for up to 16 hours. Additional hours would be compensated at the rate of $40.00 an hour. 3. FEES - For the services as outlined herein, including incidental expenses, City agrees to pay consultant the sum of One Thousand Dollars ($1,000.00) at the end of the month, for five consecutive months, begin- ning November, 1986, with the sixth payment of One Thousand Dollars to be paid upon the City's receipt of a print-ready copy of the Social Services Plan document. The total payment to Consultant shall not exceed $6,000.00. 4. EXPENSES - Reimbursable expenses shall include printing, mailing, advertising and meeting costs directly related to the activities of the project task force. Expenses enumerated herein shall be reimbursed in the amount of direct costs, excluding overhead, and are understood not to be included in the professional fee. 5. CONFLICT OF INTEREST - Consultant agrees that prior to entering into contracts for consulting or other services with any parties, associations or individuals, other than City, operating businesses in Chula Vista, consultant shall confer with city to discuss the potential of conflict created by additional such contracts. It is understood however, that final determination to enter such contracts shall remain at the discretion of consultant. 6. MODIFICATION OF AGREEMENT - This agreement may be amended by mutual consent of both City and Consultant. 7. TERMINATION Either city or Consultant may terminate this agreement upon ten days' written notice. Included in that approved budget was $6,000 for a Social Services Plan for the City. Prospective consultants for organizing and writing the plan have been evaluated by the Commission on Aging and the Human Relations Commission, who chose one of the consultants as their recommendation to the Council. RECOMMENDATION: That the Council adopt the resolution approving a contract with Irene Saper for coordination and writing of the Social Services Plan. BOARDS/COMMISSIONS RECOMMENDATION: The Human Relations Commission and the Commission on Aging both recommend a contract with Irene Saper for the preparation of a Social Services Plan. DISCUSSION: The Chula Vista Social Services Plan was originally proposed by the Commission on Aging as a Chula Vista Five Year Plan on Aging. At the CDBG budget hearing of May 13, 1986, the Council voted to have $6,000 in Block Grant funds finance a Social Services Plan for the entire population of the city, rather than the senior citizen population only. It was agreed that this plan would help the City to see in which social areas there were either gaps or duplication of service. It was also expressed that the Plan could help the City identify its proper role in the provision of social services for Chula Vista residents. Discussions of the plan were held with consultants B. J. Curry-Spitler, Irene Saper, the County Area Agency on Aging, SANDAG and the San Diego State University Intern Programs for the Departments of Social Work and Public Administration. Proposals were requested from Irene Saper, B.J. Curry-Spitler and the Area Agency on Aging. Saper chaired the subcommittee which prepared the Social Services Master Plan for the City of Escondido in 1984-85. The Master Plan has been used by the City of Escondido in setting priorities for CDBG and other funding and has also been an important factor in the development and expansion of numerous social service activities in Escondido with funding and support from County, Page 2, Item 5 Meeting Date 10/14/86 State and private agencies. Saper has been the primary author and organizer of the Escondido Plan, as well as subsequent updates of the Plan. She is also a licensed counsellor with the Pal omar Family Counselling Service. The Mayor pro-tem and the Assistant City Manager of Escondido have both expressed full satisfaction with the work Saper performed for the Escondido plan and both gave her strong support as a candidate for the Chula Vista Plan. The Area Agency on Aging (AAA) is a county-wide organization which plans for meeting the needs of senior citizens in the County. The AAA does a countywide four year Area Plan on Aging, which is updated annually. That plan provides socio-demographic data on seniors, establishing a needs assessment and an identification of resources and sets goals, policies, and objectives for meeting needs. The AAA has local representation in Chula Vista. Although Ms. Curry-Spitler originally proposed to coordinate the plan with the assistance of San Diego State interns, she later dropped her proposal. A staff subcommittee rated the remaining two proposals on the basis of four criteria: Cost, Qualifications, Methodology and Resources. The Area Agency on Aging also proposed to coordinate the Plan development process and deliver a print-ready copy of the plan for $16,000. It was felt that Saper demonstrated superior cost-effectiveness and qualifications. The plan Saper headed in Escondido is similar to what is desired for Chula Vista, and her experience has been with all segments of the population, as opposed to the AAA, which concentrates exclusively on senior citizens. It was felt that AAA, because of its connections in the County network and its local representation, had better access to resources relevant to Chula Vista's social services situation. The proposals from the consultants, as well as the Escondido Social Services Master Plan and the San Diego County Area Plan on Aging for 1985-1989, are available for reviewing in the Community Development Department. A crucial component of the Chula Vista Social Services Plan is the public input that goes into it, and particularly the involvement of the task force that will recommend goals, objectives and policies for the plan. A subcommittee composed of two members of the Human Relations Commission, two members of the Commission on Aging and one staff member has been formed to nominate members of the task force. It is anticipated that the task force will be comprised of a wide range of representatives of social service providers, civic organizations, public institutions, and the resident population at large. The list of nominations will come to the Council at a later date for approval. Page 3, Item 5 Meeting Oate-~ lO/I-47~6 FISCAL IMPACT: The 1986-87 CDBG budget already includes $6,000 designated for the Social Services Plan in account #635 6350 BG203. The amount is sufficient to cover consultant costs. Sufficient additional funds are in the Block Grant Administration account #634 6340 BG200 to cover staff and overhead costs involved with the project.
