CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
December 6, 2016 3:00 p.m.
The special meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 3:02 p.m. in Conference Room BI I IB112, located in the Public Services North Bldg C
at 276 Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioner Carbuccia, Gonzales, Reeve and Chair Gersten and Co -
Chair Starr
ABSENT: None

A. Email from Commissioner Reeve and Chair Gersten requesting an excused
absence from the November 3, 2016 regular Civil Service Commission meeting.

PUBLIC COMMENTS
There were none.
ACTION ITEMS
5. CONSIDERATION FOR THE COMMISSION TO BE FEATURED IN OUR
HOMETOWN MAGAZINE.
Staff recommendation: Commission approves the participation.
ACTION: The commission agreed to participate in the Hometown magazine. No vote was
taken as this was on the agenda to obtain direction only.
6. CONSIDERATION TO APPROVE THE ADDITION OF THE FOLLOWING
CLASSIFICATIONS TO THE CLASSIFICATION PLAN PER THE CIVIL SERVICE
RULE 1.02 A (3)
A. Police Technology Manager (MM)
B. Information Technology Technician (CVEA)
Staff recommendation: Commission approves the additional classifications.
ACTION: Co -Chair Starr moved to approve staff s recommendations and offered Action Item
6A and 6B headings read, text waived. Commissioner Gonzales seconded the
motion, and it carried by the following vote:

7. CHAIR'S COMMENTS
There were none.
8. COMMISSIONERS' COMMENTS
Add item to the agenda once the current hearing is complete to discuss the possible
creation of a subcommittee of two commissioners that would recommend changes to the
hearing process that would allow for a more streamlined hearing. This could involve
updates to the Civil Service rules.
9. STAFF'S COMMENTS
Human Resources Director Chase thanked the commission and Human Resources
Operations Manager Dempster for their work while she was out of the office.

10. APPEAL HEARING OF CITY EMPLOYEE DISCIPLINE (DISMISSAL) PER CIVIL
SERVICE RULE 1.08 D AND GOVERNMENT CODE SECTION 54957(B)(1).
ACTION: Adjourned to closed session at 3:17 p.m.
ADJOURNMENT
Adjourned the special meeting to the regular meeting on January 5, 2017 at 5:15 p.m., in
Conference Room B 129, Public Services Building North Bldg. C, at City Hall, 276
Fourth Avenue, Chula Vista, California.
