SPECIAL MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday, December 7, 2017 High Tech High, Room 143 3:30 p.m. 1945 Discovery Falls Drive Chula Vista 91915 CALL TO ORDER ROLL CALL: Commissioners de Murguia, Jimenez, Martinez, Melgoza, Milburn, Partida-Lopez, Velo, Vice Chair Quiroz and Chair Cruz CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM November 9, 2017 Staff recommendation: Review Attachment 1 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. If you wish to speak on any item, please fill out a “Reques t to Speak” form and submit it to the Secretary prior to the meeting. 2. FACES OF CHANGE COHORT PRESENTATIONS Students from the 10th grade Faces of Change project will provide an overview of five projects that they will be implementing from January – March 2018 to impact youth, teens, families, seniors and homeless. WE ARE CHULA VISTA ORAL HISTORY PROJECT Age-Friendly Chula Vista staff will provide an overview of the new oral history project and request interest for “Ambassadors”, reference Attachment 2. RECOMMENDED ACTION: Commission hear the presentation and provide feedback for those interested in being “Ambassadors”. 4. COMMUNITY GARDEN POLICY AMENDMENTS Healthy Chula Vista staff will provide an overview of pro posed changes to the Community Garden Policy to remove barriers and encourage community garden use on city lands. RECOMMENDED ACTION: Review Attachment 3 and Commission provide an advisory recommendation to Council on adoption of amendments to the Community Garden Policy. 5. SMOKING ORDINANCE AMENDMENTS Healthy Chula Vista staff will provide an overview of proposed changes to the smoking ordinance that pertains to city facilities and affordable housing projects. RECOMMENDED ACTION: Review Attachment 4 and Commission provide an advisory recommendation to Council on adoption of amendments to the Smoking Ordinance. OTHER BUSINESS 6. STAFF COMMENTS 7.
