CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
July 6, 2017 5:15 p.m.
The regular meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:16 p.m. in Conference Room B129, located in the Public Services North Bldg C at 276
Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Commissioner Carbuccia, Gonzales, Chair Gersten and Co -Chair Starr
ABSENT:
OTHERS: Human Resources Director Chase, Cory Fish
CONSENT CALENDAR (Items 1-2)
The Commission will enact the Consent Calendar staff recommendations by one motion,
without discussion, unless a Commissioner, a member of the public, or staff requests that
an item be removed for discussion. Items pulled from the Consent Calendar will be
discussed immediately following the Consent Calendar.
1. APPROVAL OF MINUTES of June 1, 2017
Staff recommendation: Commission approves the minutes.
2. CONSIDERATION OF APPROVAL OF THE PROMULGATION OF THE ELIGIBLE
LISTS:

Staff recommendation: Commission approves the promulgation of the eligible lists.

Calendar Item 1 and 2, headings read, text waived. Commissioner Carbuccia
seconded the motion, and it carried by the following vote:

No: 0
Abstain: 0
PUBLIC COMMENTS
Cory Fish, an applicant to fill the vacant seat on the Civil Service Commission discussed his
background and expressed his interest in serving on the commission.

3. APPOINTMENT OF CIVIL SERVICE COMMISION CHAIR AND VICE CHAIR FOR
FY2017.
Staff recommendation: Appoint Commission Chair and Vice Chair for FY2017.
. ACTION: Commissioner Carbuccia moved to nominate Chair Gersten and Co -Chair Starr to
remain in their roles for FY2017. Commissioner Gonzales seconded the motion,
and it carried by the following vote:
Yes: 4 — Carbuccia, Gonzales, Starr, Gersten
No: 0
Abstain: 0
4. NOMINATION OF THREE CIVIL SERVICE COMMISSION APPLICANTS TO BE
CONSIDERED BY THE CITY COUNCIL TO FILL THE CIVIL SERVICE
COMMISION VACANCY FOR THE SEAT VACATED BY COMMISSIONER
REEVE ON FEBRUARY 16, 2017
Staff recommendation: Commission nominates three applicants to be considered by the
City Council to fill the vacant seat on the Commission.
ACTION: Co -Chair Starr moved to nominate the three names with no rank assigned to
Council as Alberto Leos, Julio Estrada and Cory Fish, with Andrew Deddah being
the alternate. Commissioner Gonzales seconded the motion, and it carried by the
following vote:
Yes: 4 — Carbuccia, Gonzales, Starr, Gersten
No: 0

5. CHAIR'S COMMENTS
There were none.
6. COMMISSIONERS' COMMENTS
Co -Chair Starr thanked Commissioner Gonzales for representing the commission at the
Boards and Commissions Appreciation event.
7. STAFF'S COMMENTS
There were several retirements through the City in July. Currently there is a temporary
moratorium on hiring pending the results of the SAFER Grant. As a result, closed
promotional recruitments will continue. If outside recruitments occur it will be to
establish an eligibility list only. Within Human Resources, our Benefits Manager retired,
and an internal Senior Human Resources Analyst with previous benefits experience filled
position. The vacancy within the Human Resources Department will not be filled at this
time.

Adjourned the regular meeting to the special meeting on Thursday, July 6, 2017 at 5:15
p.m., in Conference Room B 111/B 112, Public Services North Bldg. C, at City Hall, 276
Fourth Avenue, Chula Vista, California.
