HomeMy WebLinkAbout2017-09-07 CSC MINUTESMINUTES OF A REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA September 7, 2017 5:15 p.m. The regular meeting of the Civil Service Commission of the City of Chula Vista was called to order at 5:15 p.m. in Conference Room B129, located in the Public Services North Bldg C at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioner Carbuccia, Gonzales, Chair Gersten and Co -Chair Starr ABSENT: None OTHERS: Human Resources Director Chase, Commission Attorney Burns CONSENT CALENDAR (Items 1-2) The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed for discussion. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES of August 1, 2017, August 3, 2017, August 17, 2017 Staff recommendation: Commission approves the minutes. ACTION: Co -Chair Starr moved to approve staff's recommendations and offered Consent Calendar Item 1, headings read, text waived. Commissioner Gonzales seconded the motion, and it carried by the following vote: Yes: 4 — Carbuccia, Gonzales, Starr, Gersten No: 0 Abstain: 0 2. CONSIDERATION OF APPROVAL OF THE PROMULGATION OF THE ELIGIBLE LISTS: A. Peace Officer Lateral, Merged List (RECRUITMENT #16506112) B. Police Recruit, Merged List (RECRUITMENT #17507105) C. Principal Civil Engineer, Development Services (RECRUITMENT #17602107P) D. Senior HVAC Technician (RECRUITMENT #17602107P) Staff recommendation: Commission approves the promulgation of the eligible lists. • ACTION: Commissioner Gonzales moved to approve staff s recommendations and offered Consent Calendar Item 2, headings read, text waived. Co -Chair Starr seconded the motion, and it carried by the following vote: Yes: 4 — Carbuccia, Gonzales, Starr, Gersten No: 0 Abstain: 0 PUBLIC COMMENTS There were none. ACTION ITEMS The items) listed in this section of the agenda will be considered individually by the Commission and are expected to elicit discussion and deliberation. If you wish to speak on any item, please advise the Chairperson prior to the meeting. 3. CONSIDERATION TO APPROVE THE ADDITION OF THE FOLLOWING CLASSIFICATIONS TO THE CLASSIFICATION PLAN PER THE CIVIL SERVICE RULE 1.02 A (3) A. Building Services Supervisor (ACE) 0 B. Principal Traffic Engineer (MM) Staff recommendation: Commission approves the additional classifications. ACTION: Co -Chair Starr moved to add the classifications to the classification plan. Commissioner Gonzales seconded the motion, and it carried by the following vote: Yes: 4 — Carbuccia, Gonzales, Starr, Gersten No: 0 Abstain: 0 4. SUB -COMMITTEE UPDATES ON THE REVIEW/REVISION OF THE CIVIL SERVICE RULES. Staff recommendation: Commission provides applicable updates. ACTION: No action taken. CLOSED SESSION 5. PUBLIC EMPLOYEE DISCIPLINE/DISMISSAL/RELEASE PURSUANT TO GOVERNMENT CODE SECTION 54957(b). ACTION: Chair Gersten announced that the Commission would convene in closed session at 5:20pm to discuss the public employee discipline/dismissal/release pursuant to government code section 54957(b). The Commission reconvened in open session at 5:54p.m., with Commissioners Carbuccia, Gonzales, Chair Gersten, and Co -Chair Star and Commission Attorney Burns present. Director of Human Resources Chase stated that the Civil Service Commission deliberated on Closed Session Item 5 and upon a motion by Chair Gersten and Second by Co -Chair Star, reached a unanimous decision as to each allegation to deny the disciplinary appeal by the Peace Officer and uphold the discipline proposed by the City.
