SUSTAINABILITY COMMISSION
OF THE CITY OF CHULA VISTA
October 9, 2017
5:00 PM
A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at
5:00 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula
Vista, California.
ROLL CALL
PRESENT: Commissioners Kappes, Matthias, McMillin and Chair Valen
ABSENT: Commissioners Mora and Romo
MOTION TO EXCUSE: Commissioner Kappes moved to excuse Commissioner Coleman
from the meeting held on August 14, 2017. The motion was seconded by Commissioner
Matthias and carried with the following vote:
Yes — 4 Kappes, Matthias, McMillin and Valen
No -0
Abstain — 0
STAFF PRESENT: Environmental Services Manager France, Senior Conservation Specialist
Wisniewski, Senior Recycling Specialist Medrano, Conservation Specialist I Coleman,
Recycling Specialist I Coppola and Administrative Secretary Lindsey
APPROVAL OF MINUTES: Chair Valen moved to approve the minutes of the regular meeting on
August 14, 2017. The motion was seconded by Commissioner Kappes and carried with the following
vote:
Yes — 4 Kappes, Matthias, McMillin and Valen
No -0
Abstain — 0
PUBLIC COMMENTS:
Robert Coleman, a resident of Chula Vista and a recently hired city employee, spoke about his
time as a commissioner on the Sustainability Commission (formerly known as the Resource
Conservation Commission).
Anthony Padilla, a student from Southwestern College, spoke about the City of Chula Vista's
Climate Action Plan.
Paula Hildebrandt, a student from Southwestern College, spoke about the role of the
Sustainability Commission and the documents that the commission reviews.
INFORMATION ITEMS
1. Recycling Specialist I Coppola gave a presentation about the Used Oil Recycling Grant.
ACTION ITEMS
2. Consideration of nominations of up to three sustainability commissioners for city council
consideration to fill a vacant designated member seat on the Measure P Citizen's Oversight
Committee.

Robert Coleman gave an overview of his responsibilities as a member of the Measure P
Citizen's Oversight Committee when he represented the Sustainability Commission. Chair
Valen informed the commissioners that Commissioner Romo had submitted by email to the
commission secretary his interest to be nominated to this committee. After a brief discussion,
Chair Valen moved to nominate Commissioner Romo for city council consideration as a
designated member of the Measure P Citizen's Oversight Committee representing the
Sustainability Commission. The motion was seconded by Commissioner Kappes and carried
with the following vote:
Yes — 4 Kappes, Matthias, McMillin and Valen
No -0
Abstain — 0
3. Consideration of nomination of a sustainability commissioner for city council consideration
and ratification to fill a vacant seat on the Wildlife Advisory Group (WAG).
Chair Valen, who has served as an alternate member of the WAG, and Robert Coleman, who
was the representative from the Sustainability Commission to the WAG when he was a
commissioner, both gave information about this position. Chair Valen moved to change his
designation from alternate to representative to the WAG from the Sustainability Commission.
The motion was seconded by Commissioner Kappes and carried with the following vote:
Yes — 4 Kappes, Matthias, McMillin and Valen
No -0
Abstain — 0
4. Consideration of appointment of a sustainability commissioner to fill a vacant seat on the
Bayfront Cultural and Design Committee (BCDC).
Robert Coleman and Chair Valen gave information about the background and function of the
BCDC. After discussion among the commissioners, Chair Valen moved to appoint
Commissioner Matthias as the representative from the Sustainability Commission to the BCDC.
The motion was seconded by Commissioner Kappes and carried with the following vote:
Yes — 4 Kappes, Matthias, McMillin and Valen

ACTIVITY REPORT
none
STAFF COMMENTS
Senior Recycling Specialist Medrano reported that five staff are now certified as Zero Waste
Practitioners and can now certify Zero Waste businesses. The city's zero waste plan will be
brought to the commission before it goes to city council and workshops are being planned.
Sweetwater Authority is focusing on their pump stations for sustainable landscaping. The new
tire grant will be going to city council on October 17. He gave information about the Beautify
Chula Vista event on October 21 and the Prescription Drug Take Back event on October 28.
Senior Conservation Specialist Wisniewski reported that Environmental Services Manager
France received the Recycler of the Year award from the California Resource Recovery
Association (CRRA). Building A at the civic center complex has been LEED certified at the
gold level. Staff is now working on buildings B & C to be certified. Staff have been in trainings

to become LEED Associates. She passed out copies of the press release about the city council
approving the city's Climate Action Plan (CAP) and reviewed the modifications that were
made to the CAP. Electric vehicle chargers will soon be installed at city facilities for employee
and fleet vehicles.
COMMISSIONERS' COMMENTS
Commissioner Matthias gave her background information as well as information about the
Living Coast Discovery Center
Commissioner McMillin gave his background information and about his involvement as an
engineer with Navy projects.
Commissioner Kappes reviewed the process of approving the current CAP.
CHAIR'S COMMENTS
Chair Valen reminded the commissioners that there is still a vacant seat on the commission.
