First Name Fred Last Name Cowles Email Address cowlesf@aol.com Regarding: The consideration of amendments to Section 19.58.022 (Accessory Second Dwelling Units). A Planning Commission Agenda Statement for meeting date 08NOV17 includes the topic of key changes for the ordinance. All items are important however one item really needs to be a requirement: • Allowed the City to require Owner -occupancy; In my opinion, this MUST always be part of the ordinance. One of the main considerations is that families purchase homes in R1 zoned neighborhoods to try and avoid high density living conditions. Requiring an owner of a property that has an ADU to live in either of the dwellings will ensure that the rented dwelling will have on-site "management". That in itself will go towards the property owner ensuring that the tenants will be good neighbors to those that own properties in that neighborhood. It is understood that their may be families that have to move from the area and would like to continue to keep the property. That shouldn't be a problem because if only one of the dwellings is rented then that will allow the property owner to still maintain an income without the neighbors having to worry about two sets of tenants that may not take into consideration the sanctity of the R1 zoned area. Not having an owner occupier clause will open it for real estate speculators to turn an R1 property into an R2 lot and not have to provide on-site management or over -sight which could lead to negatively impacting the quality of life for families that own and occupy their homes in the neighborhood. It is unbelievable that the state hasn't considered this and made it part of the recommendations for the municipalities that are being mandated to create "reasonable" ordinances that allow for the ADUs to be built. Another very big consideration is parking. A good part of Chula Vista was planned and built in the 1950's and 1960's when it wasn't common for families to have four vehicles for a house. Consider having 8 vehicles for a single property. That can create tension and lead to problems between neighbors. Thank you for taking the time to address this.
