Notice is hereby given that the Healthy Chula Vista Advisory Commission of the City of
Chula Vista has called and will convene a Special Meeting on Thursday, November 9, 2017 at

to consider the item(s) on this agenda.

CALL TO ORDER
ROLL CALL: Commissioners Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Velo, Vice
Chair Jimenez and Chair Melgoza
CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be
removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form
and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed
immediately following the Consent Calendar.
1. APPROVAL OF MINUTES FROM October 12, 2017
Staff recommendation: Review Attachment 1 and approve minutes.
PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter within
the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law genera lly prohibits
the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if
appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff.

2. GLENNER CENTER _ TOWN SQUARE TOUR AND UPDATE
Glenner Center staff will provide a tour and overview of the of Town Square with a
projected opening in spring 2018.
RECOMMENDED ACTION: Commission hear the presentation.

3. PARKS & RECREATION MASTER PLAN UPDATE PROCESS
Mark Caro, Landscape Architect with the City of Chula Vista, will provide an overview
of the public outreach process for the Parks and Recreation Master Plan Update that will
be taken to Council in early 2018.
RECOMMENDED ACTION: Commission hear the presentation.
4. CLIMATE ACTION PLAN PRESENTATION
Cory Downs, Conservation Specialist, will provide an overview of the approved Climate Action
Plan.
RECOMMENDED ACTION: Commission hear the presentation.

2. TOUR AND OVERVIEW OF ST. PAUL’S PACE PROGRAM
Prior to the Meeting being called to order a tour was provided by St. Paul’s PACE staff.
A Meeting of the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called
to order at 3:58 p.m. in the Conference Room of St. Paul’s PACE Akaloa Center, located at 630 L
Street, Chula Vista, CA
ROLL CALL
PRESENT: Commissioners Cruz, de Murguia, Jimenez, Martinez (arrived at
4:02), Milburn, Partida-Lopez and Quiroz
ABSENT: Chair Melgoza (E) and Commissioner Velo (U)
ALSO PRESENT: Stacey Kurz, Senior Project Coordinator
Stan Miller, Community Health Improvement Partners
CONSENT CALENDAR
1. APPROVAL OF MINUTES FROM August 10, 2017
Motion by Commissioner Cruz to approve the minutes
Seconded by Commissioner Milburn

PUBLIC COMMENTS
Cindy, Turning the Hearts Center – Provided an overview of what her organization does and
reason for attending the meeting to hear items 4 and 5.
ACTION ITEMS
3. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018
Motion by Commissioner Quiroz to nominate Commissioner Cruz as Chair
Seconded by Commissioner Milburn
Motion passed 7-0

4. COMMUNITY GARDEN POLICY UPDATE
Staff Kurz provided a summary of the outreach conducted and indicated that the policy would
likely be brought back to the Commission in November for review.
5. STAFF AUTHORIZATION TO PROCEED WITH THE ESTABLISHMENT OF AN
URBAN AGRICULTURE INCENTIVE ZONE (UAIZ) IN CHULA VISTA
Motion by Commissioner de Murguia to recommend Council authorize staff to initiate the
process to adopt a UAIZ
Seconded by Commissioner Partida-Lopez
Motion passed 7-0
6. REACH CHULA VISTA YEAR 4 AND 2-1-1 FOR HEALTHY KIDS OVERVIEW
Stan Miller provided an overview of the 2-1-1 for Healthy Kids which would work with San
Ysidro Health and the Chula Vista Medical Plaza to provide health coaching for families with
children BMI of 85% or greater.

7. STAFF COMMENTS
Staff Kurz provided an update to the following projects:
a. Glenner Center Town Square will open in 2018 and staff is planning a joint meeting with the
Commission on Aging in April or May.
b. LiveWell Advance will take place on November 8th at Town & Country Resorts.
c. Chula Vista High School Garden ribbon cutting is Monday, October 16th.
8. CHAIR’S COMMENTS
Staff Kurz, on behalf of outgoing Chair Melgoza, provided an overview of the Proclamation
for Childhood Obesity Month that was presented to both school district Superintendents in
September.
9. COMMISSIONERS’/BOARD MEMBERS’ COMMENTS
Commissioner Cruz invited everyone to join Sharp Chula Vista at a Chamber of Commerce
mixer to view the “mock” hospital for the building of Sharp’s new tower on November 9th.
Commissioner Cruz also informed the group that Sharp Chula Vista would be hosting a Health
Fair for Homeless individuals and families on October 21st and will provide mental health
services and vaccinations such as Hepatitis A and influenza. If successful, they would be
looking to community partners to assist with future events.
