Declaration of excused/unexcused absenteeism February 8, 2016 Chair Macapugay Vice Chair Zhivago Commissioner Cazares Commissioner Delgado Commissioner Moore Staff recommendation: Excuse the absences ACTION: Motion made by Commissioner Sywyj, Seconded by Commissioner Gore, The motion carried by a unanimous vote. 2. Approval of minutes January 11, 2016 Staff recommendation: Approve the meeting minutes ACTION: Motion made by Commissioner Gore to accept minutes with spelling correction (McCandliss on page 2), Seconded by Commissioner Sywyj, The motion carried by a unanimous vote. PUBLIC COMMENTS NONE INFORMATIONAL ITEMS) 3. Upcoming Community Events and Call for Artists; Lynnette Tessitore-Lopez, hlterim Cultural Arts Manager Ms. Tessitore-Lopez handed out information on various upcoming events and several opportunities for artists. Maritime Days will run April 2 — April 10th at the Chula Vista Marina. April in Paris (April 2nd and 3rd) will kick off Maritime Days. April in Paris will include booths and a juried art show. Artists of all mediums may submit their work, for a nominal fee. April in Paris will be hosted by both the Chula Vista Art Guild and South Bayfront Artists. The City will host the Go Green, Go Clean, Go Bike event on April 9th at Bayside Park. The City is looking for Green Artists that repurpose materials in some way to create art. There is no fee to participate. Viva Musica, will be held Saturday May 7th, 1-4pm in Memorial Park. It is the first Community Orchestra Festival of the Community Opus Project. It is a City endorsed event that will showcase approximately 350 students with a variety of community booths and kid friendly activities. This year's HarborFest will be held Saturday August 20th. There will be various opportunities for artists to participate in this annual event. 4. McCandliss Arts Awards Update; Lynnette Tessitore-Lopez, Interim Cultural Arts Manager The Commission discussed having an open application period that would allow for applications to be received year around with a deadline for annual consideration. It was discussed that this may afford more consideration for nomination of applicants. The Commission also discussed extending this year's submission deadline to the end of April. ACTION: Motion made by Commissioner Cazares to: Extend the 2016 application submission deadline to April 281h, 5pm and to approve that applications could be accepted for the McCandliss Arts Awards throughout each year with the deadline for consideration in late April for each fiscal year. Motion seconded by Commissioner Gore. The motion carried by a unanimous vote. Page 2 1 Cultural Arts Corm -mission March 14, 2016 ACTION ITEM(S) 5. Request to Exhibit Artwork at the South Library, Artist; Javier Amaya Staff Recommendation: Approve the request Ms. Tessitore-Lopez advised the Commission that this request was one that was sent for consideration late in 2015 but there was not a meeting due to lack of a quorum. The library has requested that the Commission provide a recommendation to the Friends of the Library. A motion to approve was made by Commissioner Sywyj and seconded by Commissioner Zhivago. The motion carried with a unanimous vote. 6. HarborFest 2016 Community Stage and Art in the Park Planning Subcommittee; Lynnette Tessitore-Lopez, Interim Cultural Arts Manager Staff Recommendation: Select two Cultural Arts Commissioners to sit on the Planning Subcommittee. Ms. Tessitore-Lopez introduced Karla and Mae of Councilwoman Bensoussan's office. They are working with Ms. Tessitore-Lopez on the planning and programming of the Community Stage and Community Zone, which will include an Art in the Park area. They request that the Commission appoint two members to participate in the planning and programming. Ms. Tessitore-Lopez stated that they intend to reach out to previous participants as well as will do a call for artists for both areas. It was discussed that consideration should be made to ensure that the performances are community event appropriate. Ms. Tessitore-Lopez said that they will require applications which will include examples of participant work. Motion was made by Commissioner Gore to appoint Commissioners Daniels and Rodriguez with Commissioner Cazares as an alternate. A second was made by Commissioner Cazares. The motion carried by a unanimous vote. 7. DRAFT Cultural Arts Master Plan (CAMP) Update Lynnette Tessitore-Lopez, Interim Cultural Arts Manager Staff Recommendation: Direct staff to proceed onto the public outreach phase Ms. Tessitore-Lopez provided an update on the draft CAMP. The draft document received very good feedback during the first round of review. Ms. Tessitore-Lopez presented proposed revisions/additions to the plan. A goals section and senior engagement strategies and initiatives will be added to the plan. Page 3 1 Cultural Arts Commission March 14, 2016 A motion was made by Commissioner Gore for staff to proceed with the public outreach phase. The motion was seconded by Commissioner Sywyj. The motion carried by a unanimous vote. 8. STAFF COMMENTS On behalf of Stephanie Loney (Performing and Visual Arts grant coordinator) Ms. Tessitore-Lopez asked if another Commissioner would be interested in sitting on the Performing and Visual Arts grant panel. Commissioner Daniels volunteered and Commissioner Rodriguez volunteered to sit, if there was a scheduling conflict for Commissioner Daniels. 9. CHAIR'S COMMENTS None 10. COMMISSIONERS' COMMENTS Vice Chair invited the Commissioners to attend one of the Sakura Theater performances at Montgomery High School. The dates are May 5, 6, and 7t". Commissioner Daniels provided the Commission information on the Old Globe's Summer Shakespeare Program. She is aware of the in session date conflict for Sweetwater School district but stated that graduating seniors could participate as well.
