CONSENT CALENDAR
1. Declaration of excused/unexcused absenteeism
Commissioner Daniels; December 14, 2015
Staff recommendation: Excuse the absence
ACTION: Vice -Chair Zhivago made a motion to excuse the absence.
Commissioner Sywyj seconded the motion. The motion
carried unanimously.
2. Approval of minutes
October 12, 2015
December 14, 2015
Staff recommendation: Approve the meeting minutes
ACTION: Commissioner Moore made a motion to approve the
meeting minutes. Commissioner Cazares seconded the
motion. The motion carried unanimously.
PUBLIC COMMENTS
Member of the public, Lauren Schwarz, M.A. Research Associate for UCSD provided the
Commission with information on a research study that UCSD is conducting on the
biological basis for creativity. She stated that the results of the study would be used to
inform mental health treatment(s) using creativity as a basis. Ms. Schwarz said that they
are seeing individuals between the age of 18 and 65 who demonstrate creative abilities in
all disciplines of the arts. She stated that there is compensation to participate in the study
and that she would appreciate if the Commission would forward the information on to
anyone that might be candidate for the study. She provided the Commission flyers and
her business card.
INFORMATION ITEM(S)
3. Cultural Arts Master Plan Framework — Presentation ; Lynnette Tessitore-Lopez, Interim
Cultural Arts Manager
Ms. Tessitore-Lopez discussed the upcoming Council Workshop scheduled for January
14, 2015. She went through the workshop power point presentation with the Commission
and discussed with the Commission how to best present the information and integrate the
speakers. The Commission was unanimously in support of both the presentation and
proposed speakers. It was decided that Chair Macapugay would speak on behalf of the
Commission, and that Commissioner Daniels would speak on behalf of the work that the
Old Globe is doing in Chula Vista. All Commissioners stated that they would be in
attendance at the workshop and several stated that they would speak under public
comment.

4. McCandliss Award Application Process — Lynnette Tessitore-Lopez; Interim Cultural
Arts Manager
Staff Recommendation:
Accept the 2016 application packet and direct staff to open the award cycle with a close
date of April 6, 2016.
The Commission discussed the McCandliss Award application and process guide. The
Commission discussed the nomination process. They discussed that all of the awards
should go through the same process with all applications reviewed by staff with a
recommendation made to the Cultural Arts Commission for final approval. The
Commission discussed that library staff could be asked to review the literary award
applications and provide a recommendation to the Cultural Arts Commission. The
Commission discussed the best way to promote the McCandaliss Award. The
Commission discussed that the information would be presented to educational institutions
(both public and private) either through their standing committee or through email
contact. Also, staff will work with school district VAPA offices to get information
posted both internally and to parents. Staff will also post to the City website and on
social media.

The Commission also made the following changes to the application criteria:
• The Rising Star Award would be open to students ages 16 — 21 and would
require proof of enrollment in an education program.
ACTION: Motion was made by Commissioner Moore to revise the criteria from
limitation to Juniors and Seniors to establishing an age range of 12-
21, with proof of enrollment. A second was made by Commissioner
Cazares.
The motion passed 8 in favor, 1 opposed (Commissioner Gore).
ACTION: Motion made by Commissioner Cazares and seconded by
Commissioner Daniels to make the following revisions:
• Monetary prizes would range between $250 - $1000
• Clarification that at least one reference in support of the
application is required and up to four may be submitted
• All McCandliss award applications would go through the
same review process with the exception of the Literary
Award, which would have two members of library staff
review and provide recommendations to the Cultural Arts
Commission.
The motion passed unanimously.
5. Visual Arts Grant Selection Committee Cultural Arts Commission representatives (two
members)— Lynnette Tessitore-Lopez, Interim Cultural Arts Manager (Commissioner
Sywyj was not present for this agenda item)
Staff Recommendation:
Select two Cultural Arts Commissioners to sit on the PVAG Selection Committee
Commissioner Sywyj asked staff that she be considered as one of the Commission reps to
the PVAG Selection Committee. Staff asked for volunteers to sit on the PVAG selection
Commission and advised that Commissioner Sywyj wanted to be considered as a rep.
The Commission discussed appointing two reps and two alternates.
ACTION: A motion was made by Commissioner Cazares and seconded by
Commissioner Moore that Commissioner Cazares and Sywyj would
sit on the PVAG Selection Committee and Commissioners Delgado
and Daniels would be alternates in the case that they are unable to
participate.
The motion passed unanimously.

OTHER BUSINESS
6. STAFF COMMENTS
Ms. Tessitore-Lopez advised the Commission that the 2016 HarborFest would be held on
August 201h. She is on this year's planning committee and it is anticipated that there will
be more opportunity for the Cultural Arts Commission to get involved this year. Starting
in March, Harborfest will be a standing item on the Cultural Arts Commission agenda.
