Dated Signed MINUTES OF A REGULAR MEETING OF THE CULTURAL ARTS CO OF THE CITY OF CHULA VISTA March 13, 2017 6:00 p.m. — CALL TO ORDER — 6:06pm Civic Center Council Chambers Building Conference Room 101 276 Fourth Avenue, Chula Vista 91910 ROLL CALL: Vice Chair Rodriguez; Commissioners; Daniels, Gray, Gore, Reinhart, and Sywyj Absent: Chair Cazares Delgado CONSENT CALENDAR 1. Declaration of excused/unexcused absenteeism None 2. Approval of minutes January 9, 2017 Staff recommendation: Approve the meeting minutes Motion was made by Commissioner Reinhart and seconded by Commissioner Gore Motion Passed Unanimously. PUBLIC COMMENTS NONE INFORMATIONAL ITEMS 3. Rotary Music Competition Winner Presentation and Recognition; Lynnette Tessitore; Cultural Arts Manager Ms. Tessitore introduced Betty Waznis, Library Director and President of Chula Vista Noon Rotary and Luis Matos, winner of the Chula Vista Rotary Clubs High School Instrumentalist competition. Cultural Arts Chula Vista partnered with the local rotary clubs to put on the competition. Ms. Waznis thanked Commissioners Prater and Rodriguez for judging. Luis performed a short piece for the Commission. 4. McCandliss Arts Awards: Lynnette Tessitore; Cultural Arts Manager Overview of applications received and next steps. Ms. Tessitore provided the Commission a matrix with an overview of this year's nominees. The subcommittee was unable to meet prior to the March meeting. Staff will send out dates for late March/early April so that the subcommittee (Delgado, Daniels, Cazares, Alternates Reinhart/Gray) can meet prior to the April CAC meeting. Ms. Tessitore reminded the Commission that the Commission had previously discussed that the runner up of the Rotary Music Competition would receive the Rising Star Award Scholarship for music (nominated by the CAC). The runner up was Sam Arden. 5. Subcommittee Reports Staff had productive meetings with all four (4) subcommittees. Staff will schedule A. Cultural Arts Assets Mapping (CAAM) (Commissioners Rodriguez and Prater) (Commissioner Gray to replace Commissioner Prater on this subcommittee). Staff worked with this subcommittee on identifying categories that could be used for the 1St CAAM public input session, which was held at the February PVAG Workshop. The Commission discussed that money will be earmarked from the PVAG for the CAAM (a CAC first year work program implementation task). B. Promotions and Outreach (Commissioners Daniels and Delgado) The subcommittee discussed ordering networking cards with contact info, social media handles, and pictures of local arts. Staff is also looking into the idea of creating a group under the City's Facebook page. Staff is working with the City's webdesigner on creating a more interactive webpage that aligns with the goals of the CAMP C. Public Art (Commissioners Reinhart and Gore) Commissioner Reinhart has done a reconnaissance survey of public art pieces throughout the City including photos. He found that there are missing pieces. Staff will inquire on status of those missing pieces and will continue to work with the subcommittee to develop a public art program. Staff will also look into previous public art inventory that was available on the City's previous website. D. Funding and Grants (Commissioners Sywyj and Cazares) This subcommittee assisted staff with the logistics of the PVAG workshop (Presentation, timeline, breakout groups) Commissioner Sywyj is assisting with researching grants and potential funding sources and Commissioner Cazares will be assisting with PVAG application, review criteria, and technical workshops. Staff is applying for two grants, for the ArtSpace on Third project, one from the State and one from the County of San Diego. Page 21 Cultural Arts Commission March 13, 2017 ACTION ITEMS 6. Performing and Visual Arts Grant; Lynnette Tessitore; Cultural Arts Manager Introduction of Grant Process, timeline and next steps. Staff Recommendation: Appoint 2 members (in addition to the Funding and Grants Subcommittee members) to sit on the grant review committee. Staff reviewed the PVAG workshop. The workshop was successful with 76 attendees. Staff is working to align the City's PVAG program with similar grant programs and meeting the goals and objectives of the Cultural Arts Master Plan. To assist grant applicants, there will be technical assistance opportunities. PVAG money will assist with the CAC's first year work program tasks as well as set dollar amount for City departments for cultural arts programs and activities versus previous approach of several applications from one department, with hope to streamline and simplify the panels review. The grants and funding subcommittee members will sit on the review panel. Due to schedules, all CAC appointees may not be able to participate so staff is requesting two additional appointees. Due to time considerations, the panel will meet if at least one CAC member can attend. Appointees Reinhart and Gray. Alternate: Daniels. Motion was made by Commissioner Rodriguez and seconded by Commissioner Daniels for Commissioners Reinhart and Gray as appointees and Commissioner Daniels as an alternate. Motion Passed unanimously. 7. HarborFest; Cultural Arts Manager; Lynnette Tessitore Discussion of this year's event and CAC participation. Staff Recommendation: Appoint 2 members to the Harborfest planning subcommittee Staff reminded the Commission that this year's event will be held on Saturday August 19th, 2017. The planning subcommittee will assist staff with creating tasks and time slots for volunteers. Daniels agreed to emcee again this year and suggested that someone co - emcee, preferably a student. Motion was made by Commissioner Reinhart and seconded by Commissioner Sywyj to appoint Commissioners Daniels, Gray, and Rodriguez to the planning subcommittee. OTHER BUSINESS 8. STAFF COMMENTS Staff went over various cultural arts events including: - Call for Artists was made for a graphic novel mural at the library. - Book launch was held for local writer, Mark C. Jackson for Eye for an Eye at the Nest Gallery. Over 100 attendees. - Tuesday April 25th, local Holocaust Survivor Ruthie Sax will be recognized at City Council - Thursday April 27th, book talk with Ruthie Sax and her daughter, Sandy Scheller, author of Try to Remember, Never Forget. Sandy is working with Commissioner Gray on the possibility of a documentary. - LakeFest May 6th , March 31St Day of Service, 30th Anniversary art contest Living Coast, Fall 2017 Lit on Third event, and ArtSpace on Third potential operator. 9. COMMISSIONERS' COMMENTS Commissioner Gray invited the Commission to attend the SUHSD Digital Media Showcase which will be held at Otay Ranch High School. Date to be announced. Commissioner Gray asked for assistance in identifying donations that could be given to the winners. She will provide more details as she has them.
