Notice is hereby given that the Healthy Chula Vista Advisory Commission of the City of
Chula Vista has called and will convene a Special Meeting on Thursday, October 12, 2017 at
St. Paul’s PACE Akaloa Center, located at 630 L Street, Chula Vista, California to consider
the item(s) on this agenda.

CALL TO ORDER
ROLL CALL: Commissioners Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Velo, Vice
Chair Jimenez and Chair Melgoza
CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be
removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” for m
and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed
immediately following the Consent Calendar.
1. APPROVAL OF MINUTES FROM August 10, 2017
RECOMMENDED ACTION: Review Attachment 1 and approve minutes.
PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject matter within
the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally proh ibits
the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if
appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff.
Comments are limited to three minutes.

2. TOUR AND OVERVIEW OF ST. PAUL’S PACE PROGRAM
St. Paul’s staff will provide tour of the facility and overview of programs provided.
RECOMMENDED ACTION: Commission hear the presentation.

3. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018
RECOMMENDED ACTION: Commissioners nominate and elect the Chair and Vice Chair for
the period of July 1, 2017 - June 30, 2018.
4. COMMUNITY GARDEN POLICY UPDATE
Healthy Chula Vista staff will provide an overview of the Community Garden outreach
process and proposed changes to the policy.
RECOMMENDED ACTION: Commission hear the presentation.
5. STAFF AUTHORIZATION TO PROCEED WITH THE ESTABLISHMENT OF AN URBAN
AGRICULTURE INCENTIVE ZONE (UAIZ) IN CHULA VISTA
Healthy Chula Vista staff will provide an overview of the UAIZ approval process.
RECOMMENDED ACTION: Commission provide an advisory recommendation to Council on
submission of required documents to the County of San Diego to initiate the process of
establishing an UAIZ.
6. REACH CHULA VISTA YEAR 4 AND 2-1-1 FOR HEALTHY KIDS OVERVIEW
Community Health Improvement Partners staff will be providing an overview of the year
four work program for the Centers for Disease Control (CDC) funded Racial and Ethnic
Approaches to Community Health (REACH) grant and a new clinically based project to
assist children and families in Chula Vista called 2-1-1 for Healthy Kids.
RECOMMENDED ACTION: Commission hear the presentation.

2. WESTMONT AT SAN MIGUEL RANCH TOUR & UPDATE
Prior to the Meeting being called to order a tour was provided by Westmount at San Miguel
staff.
A Meeting of the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called
to order at 4:20 p.m. in the Bistro of Westmont at San Miguel Ranch, located at 2325 Proctor
Valley Road, Chula Vista, CA

1. APPROVAL OF MINUTES FROM May 11, 2017
Motion by Commissioner Milburn to approve the minutes

ACTION ITEMS
3. PEDESTRIAN CONNECTIVITY STUDY
Frank Rivera, Principal Engineer provided an overview of the Pedestrian Connectivity
Survey and requested the Commissioners distribute the survey to clients.
4. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018
Commissioners tabled the item until next meeting.
5. STATE OF HOMELESSNESS UPDATE
Stacey Kurz, Senior Project Coordinator pointed the Commission to the Regional Task
Force on the Homeless Point in Time County information on the organizations website.
6. URBAN AGRICULTURE POLICY IN CHULA VISTA
Stacey Kurz, provided an overview on the Urban Agriculture Incentive Zone (AB551) and
local policy related to urban agriculture.
7. HEALTHY CHULA VISTA EDUCATION
Stacey Kurz, introduced an intern Jorge Juarez, from San Diego State University and
offered the Commissioner’s the opportunity to work with him to develop a library of
articles.

Staff Kurz provided an update to the following projects:
a. School District Wellness Policy Update Status – both districts have now passed updates.
b. August 19th Harborfest will take place.
c. The Climate Action Plan is available for review.

None.
