RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROPRIATING FUNDS FOR TELEGRAPH
CANYON ROAD SOIL INVESTIGATION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the U. S. Navy has awarded a contract to
Diversified Turnkey Construction to construct 200 housing units
at the northeast corner of Telegraph Canyon and Otay Lakes Road,
and
~HEREAS, Treetops Unlimited, the developer of Charter
Point Subdivision, has deposited $828,997 with the City for the
%~idening of Telegraph Canyon Road between Apache Drive and Otay
Lakes Road, and
WHEREAS, the Navy's contractor will have approximately
16,000 cubic yard of excess dirt which he is willing to place
along the future roadbed of Telegraph Canyon Road at no cost to
the City, and
WHEREAS, before this can be done, a soil investigation
needs to be performed to determine the method of placement, and
WHEREAS, it is requested that Council waive their policy
for selection of consultants in the case and approve the
selection of San Diego Geotechnical Consultants, Inc. as the firm
to perform the soil and geotechnical investigation for the
following reasons:
1. San Diego Geotechnical Consultants, Inc. is the firm
that performed the geotechnical investigation for the Navy
Housing Project.
2. United Enterprises has approved the firm of San
Diego Geotechnical Consultants, Inc. to perform the investigation.
3. Availability of the dirt is dependent upon the
construction schedule. To delay by following the policy on
selection of consultants could jeopardize the placement of dirt
within the future Telegraph Canyon roadbed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby authorize the Director of
Public Works to enter into a contract with San Diego Geotechnical
Consultants, Inc. to perform soil investigation work.

BE IT FURTHER RESOLVED that the sum of ~10~000 be, and
the same is hereby appropriated from the unappropriated balance
of the Telegraph Canyon Road Fund and transferred to Telegraph
Canyon Road Project-TCR01.
