SPECIAL MEETING OF THE BOARD OF ETHICS OF THE CITY OF CHULA VISTA October 17, 2013 Human Resources Training Room B111, Building B 1:00 P.M. 276 Fourth Avenue Chula Vista CALL TO ORDER ROLL CALL: Commissioners: Schilling_; Jemison German_; Glanz; Livingston_; Sotoa ; and Chair: — Toothman PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. DISCUSSION AND ACTION REGARDING SELECTING ADDITIONAL ATTORNEYS TO INTERVIEW TO SERVE ON A PANEL OF ATTORNEYS THAT WILL ACT AS THE "ENFORCEMENT AUTHORITY" FOR THE CITY OF CHULA VISTA'S CAMPAIGN CONTRIBUTION ORDINANCE, AS SET FORTH IN CHULA VISTA MUNICIPAL CODE SECTION 2.52, INCLUDING THE DECISION WHETHER OR NOT TO INTERVIEW SAID ATTORNEYS, AND, IF NECESSARY TO SET A DATE TO SCHEDULE SUCH INTERVIEWS 2. DISCUSSION AND ACTION TO END, AS OF OCTOBER 17, 2013, ACCEPTANCE OF APPLICATIONS FROM ATTORNEYS REQUESTING TO SERVE ON A PANEL OF ATTORNEY THAT WILL ACT AS THE "ENFORCEMENT AUTHORITY" FOR THE CITY OF CHULA VISTA'S CAMPAIGN CONTRIBUTION ORDIANCE, AS SET FORTH IN CHULA VISTA MUNICIPAL CODE SECTION 2.52, THEREBY CLOSING THE APPLICATIONS PERIOD 3. INTERVIEWS OF ATTORNEYS WHO WERE SELECTED AT THE PRIOR BOARD OF ETHICS MEETING (SEPTEMBER 19, 2013) TO BE INTERVIEWED TO SERVE ON A PANEL OF ATTORNEYS THAT WILL ACT AS THE "ENFORCEMENT AUTHORITY" FOR THE CITY OF CHULA VISTA'S CAMPAIGN CONTRIBUTION ORDINANCE, AS SET FORTH IN CHULA VISTA MUNICIPAL CODE SECTION 2.52; DISCUSSION OF SAID INTERVIEWS, AND SELECTION OF ATTORNEYS TO SERVE ON PANEL TO ACT AS THE "ENFORCEMENT AUTHORITY" FOR THE CITY OF CHULA VISTA'S CAMPAIGN CONTRIBUTION ORDINANCE, AS SET FORTH IN CHULA VISTA MUNICIPAL CODE SECTION 2.52 4. CONDUCT RANDOM LOT DRAWING OF ATTORNEYS SELECTED TO ACT AS THE "ENFORCEMENT AUTHORITY" FOR THE CITY OF CHULA VISTA'S CAMPAIGN CONTRIBUTION ORDINANCE, AS SET FORTH IN CHULA VISTA MUNICIPAL CODE SECTION 2.52 --SAID ORDER OF SELECTION WILL BE THE ORDER IN WHICH THE ATTORNEYS WILL BE ASSIGNED COMPLAINTS RECEIVED UNDER THE CAMPAIGN CONTRIBUTION ORDINANCE OTHER BUSINESS 1.
