SPECIAL BOARD OF ETHICS MEETING
CITY OF CHULA VISTA, CALIFORNIA
March 15, 2012 Executive Conference Room 5:22 P.M.
Chair Toothman called the meeting to order at 5:22 p.m.
1. Roll Call
MEMBERS PRESENT: Norma Toothman, Al Sotoa, Chris Schilling, and Anthony
Jemison.
MEMBERS ABSENT: Michael German and Todd Glanz.
Motion by Schilling with second by Jemison to excuse the absence of German; 4-0-2
with German and Glanz absent.
ALSO PRESENT: Simon Silva Staff to Board of Ethics, and Cheryl Ponds, Legal
Assistant.
2. Discussion and preparation of questions to ask during interviews of attorneys
seeking to serve as panel attorneys for the enforcement authority to the City's
Campaign Contribution Ordinance (CVMC Chapter 2.52).
Silva distributed interview questions for the attorney enforcement authority interviews to
the board members.
Silva to follow up with the preparation of a general job description and cover letters to
the interviewee's with an attachment of CVMC 2.52. Silva will provide copy of the
interview questions to Glanz via email. Silva discussed how to conduct the interview
and will prepare general rule for the board members.
