Those of us identified within this letter are in protest of a 7-11 leasing the space located at 4230 Bonita
Rd in Bonita. Further, and more so, we oppose the application for an off -sale beer and wine license at
this location.. Working from the premise that the alcohol license application must meet criteria for
Public Convenience or Necessity,' please consider the following opinions and facts.
Our area already has the convenience of established businesses for purchasing liquor and quick food by
means of the following businesses: Holiday House Liquor/4206 Bonita Rd, Bonita Valley Liquor/4040
Bonita Rd, Vons/4404 Bonita Rd, Rite Aid Pharmacy/4348 Bonita Rd, Bonita Farmers Market/5080
Bonita Rd and 7-11/5188 Bonita Rd. There is no 'necessity' for more of the same type of business. An
additional 7-11 will potentially hamthe already established businesses listed above that are the same or
similar. The Alcohol & Beverage Control recommend no more than four businesses selling alcohol
within a small area. An additional 7-11 will certainly add to in and out traffic at an intersection that
already proves to be dangerous, especially at the 4230 Bonita Rd location with a blind curve, and the
newly instituted speed limit increase. Further, since the Dollar Store went into place, our area has had a
noticeable increase in homeless activity and increased traffic density getting through the Allen School
intersection. A 7-11 at the proposed location has a very high probability of making that situation worse.
Additionally, it does not make good sense to add a 7-11 down the street from an elementary school.
Given that our area already has established businesses that meet the community's needs, along with high
probability of increased and worsening of traffic conditions, we ask that you reject the application.

Dear Detective Vicente,
I am writing to register my opposition to the proposed 7-11 off-site beer and wine shop at 4230 Bonita
Road. There are already several establishments in the immediate area that sell liquor and snack items,
and there is no need for another one, particularly at this busy corner. Traffic has already increased
following the opening of a Dollar Store across from this location, and in addition, a larger number of
homeless individuals have been drawn to the area. Finally, I am concerned that late -hour sale of alcohol
will draw additional commercial activity and loitering to a community that takes pride in its image as a
quiet residential area.
I urge the City of Chula Vista to reject 7-11's application for a beer and wine license. Thank you for your
consideration.

My name is Nancy Cornell and I am the coordinator for a large
neighborhood watch program in Bonita. I want to address the issue of
the upcoming appeal for liquor license by the owners of the property
located and the corner of Bonita Rd and Allen School Rd. A convenience
store or any other high traffic business at this intersection will make this
intersection far more hazardous. The city recently approved an increase
to the speed limit on this stretch of Bonita Rd due to a conflict with city
-speed trap Laws. This alone has made it more dangerous to make a Left
hand -turn -from -Allen- School R -d at this intersection. On multiple
occasions I, and many others I know, have just missed being hit by people
running the red light there. Bonita Rd is a high traffic route that many
use to navigate home to East Lake. Many turn up Allen School Rd to
avoid the light at the corner of Otay Lakes and Bonita Rd making this
intersection even more congested. Also, during school student drop off
and pick up for Allen School there is often a line of 15 to 20 cars waiting
to turn at this light. Allen School Rd is a rural, winding street with no
sidewalks which is already dangerous for students that walk it to
school. There are currently six stores within 1.3 miles of this intersection
that sell liquor on Bonita Rd.
I speak for the majority of our local neighborhood watch community in
asking the city council to deny the licensing for this location as a
convenience store that sells liquor.

As longtime City of Chula Vista, Bonita residents for over 35 years, we respectfully request that you deny

we -firmly believe granting this application would -pose a threat to the safety and quality of our neighborhood.
This proposed site is located on a corner that is well known for its difficult access to Bonita Road; with many

Elementary School towards Bonita Road, is already a high risk road with no sidewalks for pedestrians and has

Allen School Road intersects Bonita Road, adds to the potential for accidents at that intersection.
With multiple liquor stores and convenience/discount stores in very near proximity to this site, there is no
public need being serviced by the addition of a 711 store in this area.
In addition, we are convinced this type of store would bring additional and unnecessary safety risks and
burdens.

I am writing this e:mail because I am extremely concerned that the 7-11 corporation is requesting a liquor
license for their proposed store on the corner of Allen School Road and Bonita Road. I have lived here for 18
years and have seen a deterioration
in our neighborhood with the off-track betting and the "Dollar Store" on Bonita Road and to have another 7 -
Eleven (with their request of a liquor license) is another poor request and I object for the following reasons:
• Cars exiting onto Allen School Road will increase accident risk due to blind curve and hill
• Proximity to Allen Elementary School (A miles) with children walking
• All cars wanting to turn left onto Bonita Rd. out of proposed 7-11 will have to exit driveway onto Allen
School Rd, as the driveway onto Bonita Rd will be right turn only, causing back-up on Allen School Rd.
• Increased potential for loitering at 24 hour stores
• Increased potential for drunk driving in our area

I live directly behind Flapjack's and that strip mall is an eyesore, especially behind Bonita Valley Liquor. There are
homeless living in cars and on the hill behind the mall. There is always refuse behind the store. I do not want the
same at the intersection of Bonita Road and Allen School Road.
There are also many other reasons not to want a 7-11 at this location, including traffic, congestion, lack of viable
parking. I am also worried that a 7-11 in that location will be a draw to children on their way to Allen School,
perhaps making them late to school or even truant. Granted, I am not worried that the 7-11 corporation will sell to
minors; I am worried that it will attract children with all the unhealthy treats.
When I attended the hearing on June 20th at the CVPD, the 7-11 corporation had a counterpoint to each of these
concerns. Locks on beer/wine cabinets, "healthy" snacks, programs in local schools etc. Also having older kids, I
know that it would STILL be a draw and that some underage kids will find ways to get "fake" IDs. We do NOT need
another location selling alcohol, not only for youth, but also for adults. Drinking in excess leads to drunk driving
and I do NOT want that in my neighborhood. I want our neighborhood to be a safe place to walk and ride bikes.
There are already more than enough options to obtain & purchase all types of alcohol in a very near proximity to
this proposed location.
I ask that you think of your own families and vote against granting an off -sale beer and wine license at 4230 Bonita
Road for the proposed 7-11.

My concern regards the proposal of a new 7-11 on the corner of Bonita Road and Allen School Road. Their are
numerous liquor stores and retail alcohol vendors in the vicinity (five in less than a mile) their is no need for
another alcohol convenience store in the neighborhood.
This 7-11 may turn into another hub for the homeless population and vagrants, an already a persistent problem
due to the proximity of liquor sales marts. An additional low priced beer and wine retailer will lead to an excess
of littering, loitering, public intoxication, with the eventual escalation to pandering and disorderly conduct.
Please do not add another insult to a fine neighborhood.

and Allen School Rd. We reside at and know that there are numerous other available
businesses with extended hours that already sell liquor within a half mile radius. These businesses include Holiday
House right across the street, Vons, Rite Aid, Bonita Valley Liquor, and Arco AM PM. There is certainly no public
convenience or necessity to have another liquor seller in the neighborhood. Additional liquor access may
potentially increase alcohol related crimes including DUI, public intoxication, graffiti, unwanted loitering, and
panhandling.
In conclusion, there are already (too many) existing alcohol vendors in the neighborhood, all within walking
distance. We see no added value to the consumer for Necessity or Convenience if 7-11 is granted a liquor license.
