RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AN AMENDMENT TO THE
CONTRACT WITH JHK & ASSOCIATES FOR DEVELOPMENT
OF THE CIRCULATION ELEMENT FOR THE GENERAL
PLAN, AND APPROPRIATING FUNDS THEREFOR
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, in November 1986, Council awarded a contract to
the firm of JHK & Associates to update the Circulation Element of
the General Plan, and
WHEREAS, at the time, it was assumed that certain
necessary portions of the work for this update would be done
through SANDAG, and
WHEREAS, SANDAG's work program and staff time
commitment's have expanded so they cannot provide some of the
necessary services to meet the project's time schedule, and
WHEREAS, it is recommended that the work be done by our
consultant, JHK & Associates.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista that the "Scope of Work" portion of the
NovemDer 1986 contract is hereby amended to include the "Proposed
Scope of Work" shown in the letter proposal from JHK & Associates
dated March 4, 1987, attached hereto as Exhibit "A" and
incorporated herein by reference as if set forth in full.
BE IT FURTHER RESOLVED that the compensation portion of
the contract is amended to increase it in an amount not to exceed
~12,300 as set forth in detail in the cost estimate of said
proposal.
BE IT FURTHER RESOLVED that the sum of ~30,000 be, and
the same is hereby appropriated from the unappropriated balance
of the EastLake I Development Impact Fund for the additional work.

Dear Chuck:
In reference to your request for a revised scope of work and cost
estimate for additional work on the Circulation Element Study, we have
prepared the enclosed proposal. The proposal describes the work
activities for modifying the land use and highway network data files that
serve as input to the 5ANDAG planning model. This revised proposal
also includes an increased level of effort to account for the anticipated
number of land use and network alternatives that will be tested.
Please review this revised proposal and advise us of your
comments. We are prepared to begin work on modifying the Otay Mesa
land use data as soon as authorization is received from the City, and the
required information, for each scenario, is provided by PRC.

INTRODUCTION
The purpose of this proposal is to describe the scope of work and cost estimate
for performing additional work on the study to update the circulation element of the
Chula Vista general plan. The scope of work covers activities associated with the
modification of land use and highway network files that serve as input to the
5ANDAG planning model.
HIGHWAY NETWORK MODIFICATIONS
The current scope of work involves the development of up to three alternative
circulation networks for the Chula Vista sphere of influence. The alternative
networks were to be coded and input to the SANDAG model by (or under the
supervision of) City staff. JHK is responsible for performing analyses of traffic
assignment outputs from the SANDAG model. In addition, a fourth highway
network, representing the final circulation element~ ts to be developed and analyzed
by JHK using the SANDAG model outputs. Currently, network coding for input to
the SANDAG model is not within the JHK scope of work. The scope of work and
cost estimate for performing network coding activities is included in this proposal.
LAND USE MODIFICATIONS
During Task t~ of the study (define study area and review SANDAG as model),
3HK recommended that the transportation plannning model developed by SANDAG
for the Otay Mesa Task Force be modified and used in the network modeling
activities associated. The SANDAG model, howeveG reflects a buildout land use
scenario for a study area which goes beyond the Chula Vista sphere of influence. It
was concluded by 3HK~ and concurred with by City staff~ that the buildout land use
scenario for areas beyond the Chula Vista sphere of influence should be modified to
reflect Year 2005 land use estimates. Currently, the modification of land use data
is not within the scope of the ]HK study. In addition, Year 2005 land use scenarios
developed by PRC for the Chula Vista sphere of influence and the scenarios to be
developed by JHK for the areas beyond the sphere of influence (as a part of this
proposal) need to be input to the SANDAG model. This activity is currently beyond
the scope of the study.
PROPOSED SCOPE OF WORK
The following work activities will be performed by ~]HK in addition to the
current scope of work for the circulation element study.
I. Obtain and review land use projections contained in the SANDAG
transportation model prepared for the Otay Mesa Task Force. The land use
projections contained in this model represent a buildout land use scenario.
2. Summarize buildout land use projections for the Otay Mesa zones outside
of the Chula Vista sphere of influence. These summaries will illustrate the type of
land use, land use density~ and magnitude of development by zones.
3. Summarize existing land use characteristics in the zones identified in
Activity 2 with respect to type of land use, density, and magnitude of development.
4. Obtain from existing sources~ market demand patterns and absorption
rates for the land uses summarized in Activities 2 and 3. The primary source of this
information is the "Economic Analysis for the City of Chula Vista Revised General
Plan~ (3anuary~ 1987).
5. Estimate a Year 2005 land use scenario using land use information
related to existing and buildout conditions~ and absorption rates. Prepare tabular
summaries by zone of the Year 2005 land use scenario and prepare an accompanying
map illustrating the location of zones and associated land uses.
6. Schedule and conduct a one-half day meeting with representatives of
Chula Vista~ San Diego County~ and the City of San Diego to review the Year 2005
land use estimates for the areas beyond the Chula Vista sphere of influence.
7. Obtain file copies of the land use and highway network data file from
SANDAG. This will be requested through the City of Chula Vista.
g. Edit the SANDAG land use input file to reflect the Year 2005 land use
scenario that resulted from the meeting conducted in Activity g.
9. Edit the SANDAG land use input file to reflect the Year 2005 land use
projections within the Chula Vista sphere of influence. These scenarios will be
developed by PRC. The files will be edited for up to three alternative land use
scenarios and one final land use scenario.
10. Edit the SANDAG highway network input file to reflect the network
alternatives to be developed by 3HK as part of the existing scope of the circulation
element update study. The data tile will be edited for up to three alternative
highway networks and one final highway network. Additionally~ 3HK will further
modify up to two network alternatives to provide the project team and the City with
adequate detail on which the final recommended circulation plan will be based.
COST ESTIMATE
The cost to achieve the scope of work described above is $12~300. This cost
estimate is based on the level of effort and associated cost elements shown in the
following table. This estimate reflects our understanding of this phase of the
project and our experience on similar projects. Also, further discussions with the
City of Chula Vista provided additional information on which this estimate was
based.
