MOTION TO EXCUSE: MSC: To excuse Anaya and Nava made by Calvo/2nd Zaker Vote 5-0-0 PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE OPENING STATEMENT: Chair Gutierrez WELCOME TO NEIN COMMISSIONERS: 1 Approval of Minutes June 14, 2017 MSC: Calvo/Zaker Vote: 5-0-0 it ILYA 1:0 4 ' 91 0711 X FUNKSIT170 M1 TIME FOR PUBLIC COMMENT CLOSED Krista Burroughs and Jon Milburn Planning Commission Minutes August 9, 2017 Pa`Le 12 2 PUBLIC HEARING: Consideration of PCS -15-0005, a Tentative Subdivision Map to subdivide 7.51 acres into 14 single-family residential lots located at Lynndale Place Project Manager: Stan Donn, Sr. Planner Staff Recommendation: That the Planning Commission recommend adoption of the Resolution approving the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program IS -15-0001 and Tentative Subdivision Map PCS -15-0005, based on the findings and subject to the conditions contained therein Stan Donn, Sr. Planner, gave a presentation to include the background of the site, a location map, site characteristics, the sub -division tract map, zoning and land uses, noise barriers and public facilities (sewer and water information. He also spoke on parks and open space, schools and public participation at a public meeting held on June 29th at the Bonita Library Community Room. Residents inquired about traffic and noise associated with the project and the type of development to be built. COMMISSIONER QUESTIONS TO STAFF The Commission had questions regarding: • Minimum lot size — 4 lots do not meet the minimum 20,000 sq feet requirement • Who did the city use as experts for wildlife and vegetation studies (EIR) • Traffic and noise concerns — noise barriers — any other concerns? • Information regarding a Home Owner's Association being made • Who is responsible for the grading? • The Mitigated Negative Declaration — noise mitigation • No design review required — design review vs in-house approval • Concerns regarding post -grading noise PUBLIC HEARING OPENED Resident Oscar (last name not audible), who lives at 4322 Lynndale Lane, spoke regarding his concerns regarding: • Will lots be for sale or developed? (sold to developer as a project) • Utilities — County provided currently — have no sewer connections — how is it to be handled for the subdivision (there will be sewer and water) Planning Commission Minutes August 9, 2017 P a a c 13 • Who monitors accessibility to residents during construction (City inspectors have to monitor per the Water Control Board regulations) • What is the site density (1.9 or 40% less than what is allowed to be developed) PUBLIC HEARING CLOSED COMMISSIONER DELIBERATIONS Commissioner Zaker asked what the time -line for starting the development is. Commissioner Calvo asked about the intent of development/sale. Scott Hedenkamp — representing the applicant — stated that the owner had been looking to develop this property for 10 years and once construction is started there would be funding available to make sure it is completed. He also said that the intention was to sell the property and develop all of the tracts at the same time and not sell off pieces of it. The project is meant to be a cohesive neighborhood development and an asset to the community. ACTION: Motion to approve the project and recommend it to City Council MSC: Zaker/Burroughs OTHER BUSINESS 3 BOARD APPOINTMENT OF PLANNING COMMISSION MEMBER TO THE BAYFRONT CULTURAL AND R l: The Chula Vista Bayfront Cultural and Design Committee (BCDC) has been established as an advisory committee to the San Diego Unified Port District. Its purpose is to advise the Port on the design of parks, walkways, bikeways, cultural facilities and development projects in the Chula Vista Bayfront Master Plan. There was discussion regarding another appointment to the BCDC. Commissioner Calvo currently holds one of the two seats allotted to the Planning Commission. Commissioner Anaya has expressed interest in holding the other seat. Motion to appoint Anaya MSC: Gutierrez/Calvo Vote 5-0-0 Planning Commission Minutes August 9, 2017 Paas 14 4 DIRECTOR'S COMMENTS Info Item/Climate Action Plan presentation Conservation Specialist Cory Downs gave a comprehensive presentation on Chula Vista's Climate Action Plan. He stated the goals — which included information regarding • Water Conservation • Waste Reduction • Renewable & Efficient Energy • Smart Growth & Transportation The presentation was well received by the Commission and Chair Gutierrez requested that when the "draft" was finalized, perhaps there could be an additional presentation to the Commission. Cory said he would speak to his Director and see if that's a possibility. 5 COMMISSIONERS'/BOARD MEMBERS' COMMENTS Commissioner Zaker advised the Commission of an article he had read recently regarding Chula Vista being involved in the "Smart Cities" initiative. ADJOURNMENT at 7:02 to the regular meeting on August 23, 2017 at 6:00 p.m. in the Council Chambers at 276 Fourth Avenue in Chula Vista, California.
