RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE STATEMENT OF ANNUAL
HOUSING GOALS FOR THE PERIOD OCTOBER 1, 1986 TO
SEPTEMBER 30, 1987 AND AUTHORIZING THE CITY
MANAGER TO SIGN AND SUBMIT THE NECESSARY
DOCUMENTS TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT
The City Council of the City of Chula Vista does hereby resolve as
fol 1 ows:
WHEREAS, the City of Chula Vista desires to assist low-income Chula
Vista households with their housing needs; and,
WHEREAS, the City has applied to the U.S. Department of Housing and
Urban Development for funding under the Community Development Block Grant
Program, and,
WHEREAS, a component of the Community Development Block Grant funding
application is an approved Housing Assistance Plan and Statement of Annual
Housing Assistance Goals which identify needs and set goals for lower income
housing assistance; and,
WHEREAS, a statement of annual housing assistance goals has been
compiled for the period from October 1, 1986, to September 30, 1987.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby approve the Statement of Annual Housing Assistance
Goals for the period from October 1, 1986, to September 30, 1987, attached
hereto as Exhibit A as though fully set forth herein.
BE IT FURTHER RESOLVED that the City Manager is authorized to sign
said Statement of Annual Housing Assistance Goals on behalf of the City and to
submit said statement to the U.S. Department of Housing and Urban Development.
BE IT FURTHER RESOLVED that the City Manager is authorized to make
minor adjustments to said statement as may be necessary as a result of review
of said statement by the U.S. Department of Housing and Urban Development.

NARRATIVE TO ANNUAL HOUSING ASSISTANCE GOALS - PART IV
During the second year of the three-year housing assistance
goals, October 1986 to Sectember 1987, the City will
continue to pursue HUD rental assistance programs, the
construction of low income rentals, and rehabilitation of
single-family and multi-family units.
Public Housing
During the first year of the current HAP, the County Housing
Authority, on behalf of the City, issued 49 Section 8
Certificates/ Vouchers. We anticipated receiving 91
Certificates/ Vouchers during the past year, but were not
funded accordingly. In an effort to meet our three year
goal we hope to secure 112 additional Certificates/ Vouchers
during the second year of the HAP.
The City intends to request that the County Housing
Authority pursue with HUD the allocation of funds for up to
45 additional Low Income Public Housing units in Chula
Vista. The City would seriously consider applying funds
from the Redevelopment Agency's Low and Moderate Income
Housing Fund to assist in the construction of these units.
Section 8 Moderate Rehabilitation
The City has been awarded 12 Rental Rehabilitation units and
the associated Certificates/ Vouchers from HUD for fiscal
year 1986-87. The City also has Rental Rehabilitation funds
remaining from previous years. We anticipate funding 45
units during the next year.
Community Housinq Improvement Proqram Rental Rehabilitation
The City funded the CHIP program with Redevelopment Agency
Low and Moderate Income Housing Funds. A total of $780,000
is currently available for all of our rehabilitation
programs including multi-family rehabilitation, and it is
anticipated that the Agency will appropriate and additional
$500,000 for the the next year.
Low income occupancy of multi-family units will be protected
by rent limitations at the Section 8 Fair Market Rents and
by initial income verification and semi-annual monitoring.
Multi-Family Bond Proqram
This item has been deleted from our annual housing
assistance goals statement because it does not appear
practical to issue tax-exempt multi-family bonds under the
new tax laws.
Low and Moderate Income Housinq Fund
The City's Redevelopment Agency will continue to negotiate
with multi-family housing developers with the intention of
assisting in the development of affordable multi-family
rental units by using the Low and Moderate Income Housing
Fund from Redevelopment Tax Allocation Funds. Intended
techniques have been listed in the narrative to the Three
Year Housing Assistance Plan. The City feels that a
commitment of up to 120 units is accomplishable in this
period.
The Agency is in the process of purchasing land with the
intention of developing a relocation mobilehome park for low
income park tenants displaced from their park due to park
closures. The City hopes to pursue development of the park
during the next year.
Community Housinq Improvement Proqram Housinq Rehabilitation
The CHIP rehabilitation of single family homes and
mobilehomes continues during this period. As mentioned
earlier, a total of $780,000 in currently available for all
of our rehabilitation programs, and we anticipate that the
Agency will appropriate an additional $500,000 during the
next year. The loan and grant recipients are income-
certified, and historically the great majority are low
income.
