2 PUBLIC HEARING: Consideration of PCS -15-0005, a Tentative Subdivision Map to
subdivide 7.51 acres into 14 single-family residential lots located
at Lynndale Place
Project Manager: Stan Donn, Sr. Planner
Staff Recommendation: That the Planning Commission recommend adoption of the
Resolution approving the Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Program IS -15-0001 and
Tentative Subdivision Map PCS -15-0005, based on the findings
and subject to the conditions contained,�tVheCein
Stan Donn, Sr. Planner, gave a presentation to include the background of the site, a location
map, site characteristics/, the sub -division tract map, zoning and land uses, noise barriers and
public facilities (sewer and water information. He also spoke on parks and open'space, schools

and public participation at a public meeting held on Jane 29 at the Bonita Likrary Community
Room. Residents inquired about traffic and noise associated with the project and the type of
development to be built.,

Resident Oscar (last name not audible ), who lives at 4322 Lynndale Lane, spoke regarding his
concerns regarding:
® Will lots be for sale or developed? (sold to developer as a project)
* Utilities — County provided currently — have no sewer connections — how is it to
be handled for the subdivision (there will be sewer and water)

Scott Hedenkamp — representing the applicant — stated thauef e owner had been looking to
develop this property fdr 10 years and once construction is started there would be funding
available to make sure it is completed. He also said -that the intention was to„seii the. property
and develop all of the tracts at the same time and ngt:sell off pieces of it The`'project is meant
to be a cohesive neighborhood development and an asset tdlthe community.

to the S,an Diego Unified Port District. Its purpose is to advise the
parks; walkways, bikeways, cultural facilities and development
to Bayfront Master Plan.
There was discusser regarding another appointment to the BCDC. Commissioner Calvo
currently holds o`r e of the two seats allotted to the Planning Commission. Commissioner
Anaya has expressed interest in holding the other seat.

4 DIRECTOR'S COMMENTS
Info item/Climate Action Plan presentation
Conservation Specialist Cory Downs gave a comprehensive presentation on Chula Vista's
Climate Action Plan. He stated the goals that included information regarding
® Water Conservation
® Waste Reduction
® Renewable & Efficient Energy
® Smart Growth & Transportation
The presentation was well received by the Commission and ChairGutierrez requested
that when the "draft" was finalized, perhaps there could:be an .additional presentation
to the Commission,, Cory said he would speak to his Dire ctor..ana see,if that's a passibility.

Commissioner Zaker advised the Commission"ofan article.fie had read recently regarding
Chula Vista being involved in the "Smart Cities" initiative.
