OF THE CITY OF CHULA VISTA
July 10, 2017

A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at
5:00 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula
Vista, California..
ROLL CALL
PRESENT: Commissioners Coleman, Kappes, Mora, Rahimzadeh and Chair Valen
ABSENT: Commissioner Romo
MOTION TO EXCUSE: Commissioner Coleman moved to excuse Commissioner Romo from
the meeting held on June 12, 2017. The motion was seconded by Commissioner Kappes and
carried with the following vote:
Yes — 5 Coleman, Kappes, Rahimzadeh, Mora and Valen
No -0
Abstain — 0
STAFF PRESENT: Environmental Services Manager France, Senior Project Coordinator
Kurz, Senior Conservation Specialist Wisniewski, Senior Recycling Specialist Medrano,
Recycling Specialist DiDonato, Intern Paul and Administrative Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Rahimzadeh moved to approve the minutes of the regular
meeting on June 12, 2017. The motion was seconded by Commissioner Kappes and carried with the
following vote:
Yes -- 5 Coleman, Kappes, Rahimzadeh, Mora and Valen
No -0
Abstain — 0
PUBLIC COMMENTS:
none
INFORMATION ITEMS
1. Nick Paul, Intern, accompanied by Stacey Kurz, Senior Project Coordinator, gave a
presentation concerning Urban Agriculture. The following handouts were given to the
commissioners: City of Chula Vista Community Gardens Policy and the Livestock Policy for
the cities of Chula Vista, San Diego, Berkeley and Oakland.
2. Dave DiDonato, Recycling Specialist, gave a presentation concerning the food waste pilot
collection program for residents and the commercial food waste collection program. Both are
part of the organics management plan for the City of Chula Vista.
ACTION ITEMS
3. Elect Chair and Vice Chair: CVMC 2.25. ,180 Operations — Election of chair and vice chair. At
the first regular board or commission meeting following July I" of every year or as soon as
practicable thereafter, each board or commission shall elect a chair from among its voting
members. Each board and commission may also elect a vice chair from among its voting

members. The chair and any vice chair thus selected shall serve for a period of one year. The
secretary shall notify the City Clerk whenever there is a change in chair or vice chair.
After discussion, Commissioner Rahimzadeh moved to nominate Chair Valen to serve another
year as Chair. The motion was seconded by Commissioner Coleman and carried with the
following vote:
Yes — 5 Coleman, Kappes, Rahimzadeh, Mora and Valen
No -0
Abstain — 0.
Commissioner Kappes moved to nominate Vice Chair Mora to serve another year as Vice Chair.
The motion was seconded by Chair Valen and carried with the following vote:
Yes — 5 Coleman, Kappes, Rahimzadeh, Mora and Valen
No -0
Abstain - 0
ACTIVITY REPORT
Include the election of Chaip and Vice Chair.
STAFF COMMENTS
Senior Recycling Specialist Medrano reported the Zero Waste San Diego's Fixit Clinic will be held at
the South Chula Vista Library on July 22 from 10:00 am to 1:00 pm in activity rooms A & B. He also
informed the commission that Sweetwater Authority is looking for a site to have a water savings
education garden.
Senior Conservation Specialist Wisniewski reported the draft of the Climate Action Plan will be
presented at the next commission meeting. She also reported on the energy efficiency project at the
Civic Center Library which includes a mural painted along the stairwell and hallway walls. On August
16 will be the ribbon cutting ceremony to unveil the completed project.
Environmental Services Manager France talked about a phone call with the Governor's Office of
Planning & Research concerning the City of Chula Vista's Climate Action Plan (CAP).
COMMISSIONERS' COMMENTS
Commissioner Coleman reported that he will be attending the Wildlife Advisory Group (WAG)
meeting on July 19 and the Measure P Citizens Oversight Committee (COC) meeting on July 25.
CHAIR'S COMMENTS
Chair Valen reported he attended the year end boards and commission event and Commissioner
Rahimzadeh received an award for completing two full terms on the Sustainability Commission
(previously known as the Resource Conservation Commission). There are currently two vacant
positions on the Sustainability Commission.
ADJOURNMENT
Chair Valen adjourned the meeting at 6:33 pm.
