HomeMy WebLinkAboutReso 2017-149RESOLUTION NO. 2017-149 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING THE OTAY VALLEY REGIONAL PARK CONCEPT PLAN UPDATE WHEREAS, in 1990 the Cities of Chula Vista and San Diego, and the County of San Diego entered into a Joint Exercise of Powers Agreement (JEPA) to initiate and coordinate planning, acquisition and design of the Otay Valley Regional Park (OVRP) for the benefit of their citizens and the public; and WHEREAS, the OVRP is generally located in the southern portion of San Diego County, four miles north of the international border. The OVRP extends over 11 miles from the southeastern edge of the South Bay Wildlife Refuge through the Otay River Valley to-theland surrounding the-Otay-Lakes area as -shown on Exhibit A; -and WHEREAS, in 2001 the Cities of Chula Vista and San Diego, and the County of San Diego adopted the OVRP Concept Plan to identify park amenities including open space areas for recreational opportunities, a trail system with staging areas, features such as viewpoints and overlooks, connections to recreation areas adjacent to public lands and trials, and locations for interpretive centers for environmental and educational programs, while protecting environmentally sensitive areas and important cultural resources; and WHEREAS, on November 16, 2016, the City of Chula Vista Parks and Recreation Commission recommended adoption of the OVRP Concept Plan update, to the City Council; and WHEREAS, on June 14, 2017 the City of Chula Vista Planning Commission recommended adoption of the OVRP Concept Plan update, to the City Council; and WHEREAS, the Development Services Director reviewed the proposed action for compliance with the California Environmental Quality Act (CEQA) and has determined that the OVRP Concept Plan update qualifies for a Statutory Exemption pursuant to Section .15262 (Feasibility and Planning Studies) of the CEQA State Guidelines: The Concept Plan update is general in nature, and does not include details on specific park improvements; and WHEREAS, a hearing time and place was set for the City Council for consideration of the OVRP Concept Plan update, and a notice of said hearing, together with its purpose, was given by its publication in a newspaper of general circulation in the City, at least ten days prior to the hearing; and WHEREAS, the City Council held a duly noticed public hearing on said OVRP Concept Plan update at a time and place as advertised, namely July 25, 2017 at 5:00 p.m. in the Council Chambers located at 276 Fourth Avenue, and said hearing was therefore closed. NOW, THEREFORE, BE IT RESOLVED that the City Council hereby adopt the Otay Valley Regional Park Concept Plan update.
