Commissions of the City of Chula Vista have called and will convene a Special Joint Meeting

CALL TO ORDER HEALTHY CHULA VISTA ADVISORY COMMISSION (HCVAC) AND
HOUSING ADVISORY COMMISSION (HAC)

CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without
discussion, unless a BoarWommission Member, a inember of the public, or staff requests that an item be
removed for discussion. Iryou wish to speak on one of these items, please fill out a "Request to Speak" form
and subinil it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed
inimediately folloiving the Consent Calendar.
1. HCVAC APPROVAL OF MINUTES FROM May 11, 2017
Staff recommendation: Review Attachment I and approve minutes.
2. HAC APPROVAL OF MINUTES FROM April 13, 2017
Staff recommendation: Review Attachment 2 and approve minutes.

ACTION ITEMS

3. WESTMONT AT SAN MIGUEL RANCH TOUR & UPDATE
Staff at Westmont will provide a tour of the facility showing the full spectrum of options in health
care and housing, from independent and assisted retirement living to memory care.
RECOMMENDED ACTION: Commission hear the presentation.
4. PEDESTRIAN CONNECTIVITY STUDY
City Engineering staff will provide a brief overview of a study that was conducted to create a city
sidewalk and ramp inventory and distribute a survey that will assist in prioritizing future sidewalk
infrastructure improvements.
RECOMMENDED ACTION: Commission hear the presentation.
HCVAC ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018
RECOMMENDED ACTION: Healthy Chula Vista Commissioners nominate and elect the Chair and
Vice Chair for the period of July 1, 2017 - June 30, 2018.
6. HAC ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2017/2018
RECOMMENDED ACTION: Housing Commissioners nominate and elect the Chair and Vice Chair for
the period of July 1, 201.7 - June 30, 2018.
7. STATE OF HOMELESSNESS UPDATE
Housing staff will provide an update of the 2017 Regional Homeless Count.
RECOMMENDED ACTION: Commissions hear the presentation.
8. URBAN AGRICULTURE POLICY IN CHULA VISTA
Healthy Chula Vista staff will provide an overview of existing city policy related to agriculture,
livestock and community gardens and discuss changes to state law and best practices in the
industry that may impact updates.
RECOMMENDED ACTION: Commissions hear the presentation.
HEALTHY CHULA VISTA EDUCATION
Staff will introduce an intern from SDSU that will be working with the Healthy Chula Vista
Advisory Commission to create a library of health related articles.
RECOMMENDED ACTION: Commissions hear the presentation and provide feedback on willingness
to work with intern and topics of interest.

Maria Galleher of Chula Vista High School provided a tour of the garden and overview of
the work students have been doing to start a garden on campus.
3. REGIONAL SCHOOL DISTRICT WELLNESS POLICY EVALUATION & DISTRICT
UPDATES
Deidre Klesky from San Diego County HHSA provided an overview of regulations that
require school districts to adopt a Wellness Policy to address physical activity and

nutrition in the school environment and provided a snapshot of Sweetwater and Chula
Vista Elementary policy status.

3, STATE OF HOMELESSNESS IN CHULA VISTA
Staff Mark Jones provided an overview of the homeless count as of 2016 in Chula Vista
and other cities within San Diego County and summarized local city efforts to provide
resources for homeless families and individuals through the Police Department's
Homeless Outreach Team ("HOT").
4. HOUSING ELEMENT 2016 ANNUAL PROGRESS REPORT & HOUSING SUCCESSOR
AGENCY
Staff Kurz provided am annual overview of the progress meeting Housing Element goals
to date.
5. AGE -FRIENDLY COMMUNITIES DATA OVERVIEW & AARP PHONE SURVEY
RESULTS
Staff Paul provided an overview of the Age -Friendly Communities eight domains of
livability citing data, survey information and community dialogue as information. In
addition, food insecurity and crime/safety were topics of interest to the community.
6. HOUSING ADVISORY COMMISSION RESOLUTION FOR CHANGE IN MEETING
TIME TO 4:00 PM & LOCATION TO BUILDING C, ROOMS 13111/112
Motion by Commissioner Uy to change the meeting time and location
Seconded by Commissioner Quero

Staff Kurz provided an update to the following projects:
a. School District Wellness Policy Update Status — Sweetwater adopted and Chula Vista
Elementary will be considering in May.
b. Event Updates
i. April 22 - Day of the Child
ii. April 30 -- CycloVista
iii. May 11 @ 6pm -- South Bay Community Change Project Community Forum
iv. May 24 @ 2:30-4pm — CVESD Wellness Committee
c. Duetta and Volta Affordable Housing Updates — now taking an interest list and eligibility
will be determined through a lottery with an expected lease up in Fall 2017.
d. Second Dwelling Unit Zoning Ordinance — City looking at updates to ordinance to
comply with state law.
