2. PUBLIC HEARING: DESIGN REVIEW (DR17-0016) TO CONSTRUCT 253 MULTI -FAMILY
UNITS WITH 421 PARKING SPACES, AND 2,000 SQ. FT. OF
COMMERCIAL SPACE ON 8.27 ACREWS WITHIN THE MILLENIA
MASTER PLANNED COMMUNITY

Staff Recommendation: That the Planning Commission adopt Resolution DR17-016 for the
development of 253 multi -family units based on the findings and subject to the conditions
contained therein.
Jeff Steichen, Associate Planner, gave a short presentation showing photos/renderings of the
project. The 8.27 acre project site is within the Southwestern Neighborhood District (District 8)

of Millenia. The Project is bordered on the north by a future office development and the future
Millenia Park P-6; on the east by Millenia Avenue, and a future residential development ; on the
south by Avant Street and the future Otay Ranch Village 9 ; and on the west, by SR 125 (Locator
Map, Attachment 1). The site is vacant and has been mass -graded by the master Developer,
SLF IV-Millenia, LLC.
Questions to Staff:
1. Chair Gutierrez -- asked about the residential units permitted (253 family units) and asked for clarification
if the numbers are below the low threshold? Mr. 5teichen explained that there are provisions that allow
intensity transfers into other districts which can be done at the Administrative process. There is a revised
table that shows the transfers and is available for viewing.
2. Commissioner Zaker — asked about the 2,000 sq ft of commercial space and asked if it was a requirement
or how did the applicant get to that number? — Mr. Galarneau gave an explanation in the Public Hearing,
PUBLIC HEARING OPENED
Todd Galarneau, representing Millenia, stated that they started with a low target and a high
target on the land use and can transfer space within those ranges.
Mr, Galarneau gave the Commission an update on the overall project and explained that they
have sold 70% of the development land, the commercial projects and are moving forward. The
Ayers Hotel will be starting vertical construction soon. There is the Sudberry 12 acre retail
project, retail, and Chestnut, 12,000 sq ft is in the process of obtaining permits. Mr. Galarneau
completed the update of the area projects to include designs and parklands. The fire station
could also be completed within the next 24 months.
Commissioner Zaker asked about the open space requirements and asked for clarification on
the location of the open spaces. Mr. Steichen showed the Powerpoint slide that included the
open space (sheet C-4) 12,417 sq feet of private use space, community recreation building of
10,132 sq ft, active recreation areas of 19,500 sq ft, and a passive recreation area of 5,000+ sq
ft around the perimeter (walkway) with some additional open space to add up to the specified
area.

The commissioners expressed their support for the project and commended the applicant on
the design of the project.

3. PUBLIC HEARING: MPA -0003 RECOMMNEDATION THAT THE CITY COUNCIL ADOPT
THE OTAY VALLEY REGIONAL PARK (OVRP) CONCEPT PLAN UPDATE.
Project Manager: Michael Walker, Senior Planner
Staff Recommendation: That the Planning Commission recommends adoption of the OVRP
Concept Plan update to the City Council.

5. COMMISSIONERS'/BOARD MEMBERS' COMMENTS
Chair Gutierrez asked for an update on the new policies for consideration. Steve Power, Principal
Planner, stated that there are some changes that will affect the zoning code and changes in State
Law for issues such as food trucks and second dwelling units, among other issues that will be
presented to the commission in the near future.
Commissioner Livag asked when the vacancies for the commission were going to be filled. Steve
Power said he would follow up with the City Clerk's Office.
ADJOURNMENT at 6:26 p.m. to the regular meeting on lune 14, 2017 at 6:00 p.m. in the
Council Chambers at 276 Fourth Avenue in Chula Vista, California.
