REDEVELOPI/IENT AGENCY OF THE Cli'Y OF CHULA VISTA
WAIVING T -IE FORMAL PUBLIC IDDING PROCESS;
AUTHORIZIN(~ THE MAYOR TO EXECL I'E AN AGREEMENT
WITH ECOI\OMICS RESEARCH ASSO,;IATES (ERA) FOR
PROFESSIOI~AL SERVICES RELATED T( THE PREPARATION
OF A CHUL,z VISTA ECONOMIC DEVEL )PMENT STRATEGIC
PLAN AND ECONOMIC DEVELOPMENT ELEMENT OF THE
UPDATED G;NERAL PLAN; AND APPF ~)PRIATING $121,025
FROM THE ~,VAILABLE FUND BALANCI OF THE GENERAL
FUND AND $,~0,000 FROM THE AVAILABL ~ FUND BALANCE OF
THE OTAY VI LLEY ROAD PROJECT FUNE FOR THiS PURPOSE
WHEREAS, an EDS is a basic blue print for short and )ng range city development as relates to
ensuring a balanced, fiscally str )ng community; and
WHEREAS, the City's Business Response Team (BR) has adopted a Mission Statement "to
help define and implement ec( nomic development st,r, ategies t,~ ensure a vibrant local economy which
supports the City's vision of ;~ balanced community, and a ],o, al "to oversee the development of a
comprehensive Chula Vista Eccnomic Development Strategic Pla n (EDS); and
WHEREAS, the Missiol Statement and Goals of the BR:' have been presented to City Council in
past Council Workshops; and
WHEREAS, a Chula Vi ~ta EDS scope, including coordin ~tion with the City's General Plan update
and resulting in an Economic I)evelopment Element of the upc ated General Plan, has been defined in
conjunction with the City's BRT ~nd Economic Development Corr mission; and
WHEREAS, staff recc~nmends that the firm of Ecor:~mics Research Associates (ERA) be
selected to prepare the City'~ EDS based upon the compally's international scope and depth of
expertise, extensive expedenc~ in the field of economic devel¢ pment planning and programming, their
work with both public and priva e sector clients, including econo: nic development strategies for cities and
regional agencies, , and their familiarity with both San Die~ County and the City of Chula Vista,
including a San Diego office an< a locally based project manager and
WHEREAS, staff recon ~mends that Council waive the fc 'mai bidding process due to the fact that
ERA is one of only 2 companies with offices in the San Diego a 'ea that carry these types of credentials,
and that the other such compan waived its right to bid due to a ~ ~nflict of interest.
NOW, THEREFORE, I IT RESOLVED by the City ( ouncil of the City of Chula Vista, that it
hereby the City Council of the City of Chula Vista does herel ~, find, order, determine, and resolve to
waive the formal public biddinc process; authorize the Mayor tc execute an agreement with Economics
Research Associates for the' preparation of the City's Econ)mic Development Strategic plan; and
appropriate $121,025 from the, ~eneral Fund and $40,000 from ~e Otay Valley Road Project fund for this
purpose.
