REDEVELOPMENT AGENCY OF THE CITY OF CI{ULA VISTA APPROVING TI' 2000 HOLIDAY LIGHTING PROGRAM; AUTHORIZING WAIVING THE FORMA BIDDING PROCESS AND AWARDING A PUl: ~,HASE AGREEMENT TO :)EKRALITE, INDUSTRIES; APPROPRIATING $20,1148 FROM THE RESIDENTIAL CONSTRUCTION TAX FUND (ROT) AND $18,076 F {OM THE FINE ARTS FUND; AND DIRECTING STAFF TO IMPLEMENT THE 2000 -IOLIDAY LIGHTING PROGRAk WHEREAS, the City of (;hula Vista initiated the Hotiday ighting Program in 1998 in response to the end of the holiday lighting an( I displays on Candy Cane Lane; nd WHEREAS, a Request for Proposal was prepared to ~olicit bids from specialty lighting and decoration companies; and WHEREAS, in October ' 998, a selection committee and nterview panel consisting of downtown merchants and City of Chula Vi,< ta staff selected DEKRA-LITE In :lustries due to their ability to meet the Request for Proposal's program ! ioals, the excitement and quality ~f their design, and project cost; and WHEREAS, in 1999, the City issued a purchase order t~ DEKRA-LITE to _c,o. ntinue the Holiday Lighting Program due to the lir ~ited market for this type of se vice, DEKRA-LITE S past satisfactory performance, and because they ad supplied the original holiday Ii! lhts, displays, and banners; and WHEREAS, additional usiness with DEKRA-LITE requ res City Council and Redevelopment Agency approval; and WHEREAS, staff is rec ~sting that the City Council and F .~development Agency waive the formal bidding process and award a i~urohase agreement to DEKR.~ LITE to implement the 2000 Holiday Lighting Program, with the option [o renew for subsequent holiday ;easons; and WHEREAS, On July 12, !000, the Town Centre I Project ,rea Committee (PAC) voted 5 to 0 with one PAC member absent to supp ~rt the 2000 Holiday Lighting Prc iram; and WHEREAS, On July 11, 2000, the Downtown Business ,ssociation (DBA) voted to support the 2000 Holiday Lighting Program; a id WHEREAS, the City CoL ncil and the Redevelopment A ncy have reviewed the proposed 2000 Holiday Lighting Program as l:resented in the Joint Redew )ment Agency/City Council Agenda Statement dated August 15, 200(3 NOW, THEREFORE, BE T RESOLVED that the City Co, :il and the Redevelopment Agency of the City of Chula Vista does herel ~y: 1. Approve the 2000 Ho iday Lighting Program; and 2. Authorize waiving tie formal bidding process and awarding a purchase agreement to DEKRA-LITE Industri .~s; and 3. Appropriate $20,848 'rom the Residential Constructiol Tax Fund and $18,076 from the Fine Arts Fund to fund the program; and 4. Direct staff to take necessary and appropriate me ~sures to implement the 2000 Holiday Lighting Program.
